the Ilegislature, appointed for the pur
pose, waited upon His Excellency, anil
conducted hi m to the chair of the Spea
ker of the House of Representatives,
when iie delivered the following ad
dress :
Fellow Cit izens of the Senate,
and rtf the House of Representatives.
Being again called by your suffrages
to die high and dignified appointment
of Governor of the State of Georgia, [
feel tlie most sincere and grateful emo
tions, ,in repeating my acknowledg
ments for such distinguished favor. The
good ot our common country should be
the object of every citizen, let his sta
tion be what it may. But a greater
obligation rests upon those, who make
and execute the 1 iws. Such is their
agency in producing the happiness of
the people, that, if happiness is found
not to exist, the defect must be in the
hws themselves or in the mode of their
execution.
To us are confided the Legislative
ami Executive functions of the govern
ment. Let us ardently hope that under
the guidence of Divine Providence, we
maybe instruments of giving support
to the virtue, and strength to the patrio
tism of our citizens. I proceed to the
oath which the constitution prescribes
and assure you of my exertions in mak
ing our’s a government of “ Justice,
Wisdom and Moderation.”
{ I Fe, The People.
Flour! Flour! Fluitr! —The specu
lators, and all the “ wounded pigeons,”
were yesterday in a great tiutter, at a
Liverpool ship, just telegraphed. More
white hats, white coats, and white
faces were visible on the* battery, than
Mr. De Dlew, of the flag stall’, remem
bers to have seen since Cornwallis was
taken. Every spy glass was in requisi
tion, and ; tis said that a dealer who
was in for it to the tune of 10,000 bar
rels, borrowed our friend Mr. Lati
mer’s telescope, (which, by the bye, is
an excellent one, and he wishes to sell
it) in order to have a better peep at the
Euphrates, when, 10, and behold, Capt.
Reed telegraphed that flour in England
had fallen to its old price, and crops
were better than expected. The know
ing ones, who had sold out, went off to
dinner with a pleasant shake of the
head, and drank three glasses extra,
While those whose enterprize outstrip
ped their prudence, and v. hifwouid not
" look before they leaped,” w ilkedhome
with long faces, and soliloquised on the
eccentricities of commerce. Mr. hang

out, but they scouted his anticipations,

L'bertif of the Press. —Works rela
tive to Napoleon continue to make their
appearance in Paris and to suffer the
penalty of the law, “in sucli case made
and provided,” for the government of
the press, which is prohibited from
touching on this dangerous subject. A
Paris paper states that on the 31st of
Aug. five pamphlets were seized at sev
eral booksellers at the Palais Royal,
relating to Napoleon. The day before a
pamphlet entitled, To Francois Charles
Joseph Napoleon, born at the Castle of
the Tiiuilleriesthe £oth of March, ,811,
by Ferdinand Flocon, had been seized
at several booksellers at the Palais
Royal.
By a late estimate, it. appears that the
real estate in the city of New-Yurk, be
longing to the Corporation, amounts to
neatly three millions and a half of dol
lars; which property is, no doubt, pro
ductive, and produces an interest pro
bably of (i or 7 per cent.
In the public schools of Philadelphia,
conducted upon the Lancastrian sys
tem, more than 5000 children are in
structed at an expense of less tluui four
dollars each, annually.
■f The fruit of the FeiVillea Cordifolia,
is ascertained to be a powerful antidote
against vegetable poisons.
At the late festival of the Saratoga
(N. Y.) Agricultural Society, a pre
mium of S 5 was awarded to I'yler
Everett, for working 200 days the last
year, without the use of ardent spirits.
At the late circuit court of Madison
county, Alabama, the number of causes
on the docket, considerably exceeded
2000. This is pretty well for a country
which a few years ago was a mu: e
wilderness.

On Thursday evening last, the citi
zens of our town, in c injunction with
the gentlemen of the army, stationed at
tiis place and Barrancas, gave a splen
did ball at Mr. Lavalette’s long room—
served by Mr. CdHins. The .ball was
numerously attended, and graced by
nearly a:! the beauty and fashion of

MR ADAMS’ SPEECH.
The Ltmdon Examiner, an opposition
print, gives the following opinion up
on Mr. Adams’ Fourth of July Ora
tion :
“ It cannot but be allowed by the
truest well-wishers to America, that
this speech of Mr Adams is in bad
taste. There are no greater admirers
of American revolutions than our
selves. We have even an hereditary
affection for the United ’"tu.tes and
their founder, and we believe that the
striking example afforded by the first
Englishmen, as it were, who had an
opportunity of setting up for them
selves, will have the greatest possible
eilect, iu a course of years, all over the
world. Bat why do tlie Anglo-Ameri
cans think it, w rth their while to talk
in this manner ? Why cannot they be
content with doing and having done
things unequivocally great, without
shewing th ; s petulent, jealousy (for it is
nothing else after all) of things which
they evidently wish they had been
able to do also ? It is not honorable
to John Quincy ; and we trust there are
great numbers of Americans who think
so, besides the British party. The
Americans, who are only an oft* set
from the English, and have been chief
ly engaged in setting up their new es
tablishments, are not bound to be as
literary as the mother country ; and
why should they exhibit a soreness at
not being so ? The true state of the
case is this The Americans are not
as literary as the English, but they have
undoubtedly, as they say they* have,
done a great deal for libeity, and in
the love ot it. The English, on the
other hand, are more literary, but they
have not done so much for liberty ; or
if it shall ultimately t urn out that they
have, they did not intend it. A flour
ishing republic set up, and stupid doc
trines of legitimacy brought back, are
j very difierent things. But the Ameri
cans seem to forget, not only had they
are not bound to be as literary as tlie
whole English people, with all its old
facilities of reduction, intercourse, and
inspairing haunts—but that Americans
anti English have both a common an
cestry to be proud of, with all its Shake
speares, Miltons, and Bacons. The
Americans may even, if they please,
for an obvious reason, call themselves
the descendants, par excellence, of tlie
Miltons, Marvells, and other great re
publicans. Why then do they grace
their own glory by behaving as if they
were not sensible of what they boast
‘of? And why does Mr. Quincy Ad- !
ams pretend to undervalue what he 1
would give even his ears to possess, j
He talks of The.nistoeles, It was '
more fit in Bonaparte to talk of Them- I
iitocles, than republics professing a j
love of freedom. Epaminondas wotild
have been more to the purpose, though
not for Mr. Adapts’ sophistry; tor
Epaminondas, besides being the de
liverer of his country, was a musician
and a dancer.”
Five of the convicts from the Au
burn state prison, engaged in blasting
rocks, lately made their escape. They
were pursued and overtaken. The first
fellow captured,whose name was Moore,
was wounded by the Sentinels in pur
suit, and left, while the chase was con
tinued for the other four. On return
ing to where Moore was left, lie could
not be found.
Shandy Hammond, of St. Clairsville,
Ohio, lately, in a fit of intoxication,
murdered his wife He is in prison to
await the sentence of the law.
Goody, a black man, has been order
ed to be executed on tlie 13th of De
cember, iu the vicinity of Woodbury, I
(.V. J.j for committing a murder iu
Gloucester county.

Mrs. Taylor, of Ongar, has in the
press a tale in verse, called Temper;
and Charles Lloyd, a poulical essay on
the caaracter of Pope
The Supreme Court of Ohio, at
their late session in Trumbull county,
decided that tlie law for a stay of exe- ;
cudonona judgment before a justice i
of the peace is constitutional, inasmuch :
as it does not invalidate the contract,
though it deprive the party of the pow- I
er of enforcing it: that is to say, a man I
may have a legal right, without legal
means of establishing it.
