negroes. If this Is done It will mark a
distinct step In advance of any taken:
hitherto. It will recognize, partially at 1
least, the manhood of the negro, and:
break down that unnatural bar of sep
aration now existing. If a negro Is!
a lieutenant he will command his com
pany in the absence of the captain. He;
can wear the epaulets and he entitled to
all the eights and privileges "of an!
officer and a gentleman:" he is no
longer doomed to inferiority. In case
of battle, where hnllets have no respect |
of persona, and do net draw the lino I
at color, it may easily happen that a!
regiment or battalion will do its best;
work In the face of the enemy under
the command of a negro chief.
Thus far the government has been
swift to recognize heroism and effi
ciency, whether performed hy Commo
dore Dewey al Manila, of Lieutenant
Hobson at Santiago, and St can hardly
be otherwise than that it will be
to recognize exceptional prowess and
skill when performed hy a negro officer.
All perhaps which the negroes them
selves or their friends have a right to
ask in their behalf Is that they shall
have a chance to show the stuff they
are made of. The Immortal Lincoln
gave them this caance when he admit
ted them to wear the blue and to carry
a musket, and right manfully did they
justify his confidence. There was no
better fighting done during Ihe civil
war than was done by some of the ne
gro troops. With ni' - experience. 1
would on the whole prefer. I think, the
command of a corps of negro troops to
that of a corps of white troops. With
the magnificent record of their fight
ing qualities on many a hard contested
field 't is not unreasonable to ask that
a still further opportunity shall be ex
tended to thert in commissioning them

A White Tramp Found Dead N" ir Dil
lon None Know Who He Was.
Dillon, S. C., July 21.—A white tramp,
about 30 or 3r> years old. died about
two miles north of here at Little Pee
Dee trestle last week under rather
suspicious circumstances.
It seems that he wa* seen there on
Wednesday by the section foreman,
but, thinking he was only waiting for
a train, gave him no thought or atten
tion. On Saturday it was discovered
that he was dead, acid the coroner was
at once notified and repaired to the
scene, where « Jury was empanelled,
and. upon Investigation, it was decided
that be canto to his death from natural
causes.
There was on his person more than
a dollar tel ensh and a good revolver,
but no letter, card or token by which
to identify him. And he lies hurled In
the edge of Pee Dee unknown to this
community, f
