TXMIBS Of OFfICE An effort ts being made In Norih Carolina to amend the Constitution, so recently adopted, and establish a new order of things. It Is thought that the tenure of all offices, state and county, should bo made uniform —1. e, four years. It la pointed out that there Is no good reason why the tenure of treasurer and auditor should ha only two years while lhat of ahcrlff and clerk Is four. At the last session of the Legislature effort was made to submit this reform to the people, but It was argued that the matter hud but recently been con sidered In tho constitutional conven tion and reported adversely. Tho Leg islature useumed tliut the convention reflected the wishes of the people and refused to, take any steps in the mat ter. The Edgefield Chronicle isTivking up the fight, howevejf, und Is demanding that the people be given au opportuni ty to pass on the matter. It argues that in the first place there are too many elections. They are costly, both in time and monoy and are demoraliz ing in their tendencies. While rota tion in office Is an essential principle of Democracy, a four years term would not be long enough for tho incumbent to foci that he had a life claim on It. Our wide awake contemporary is al •jo contending for biennial sessions of the Legislature. One of the strongest arguments in favor of this change is the fact that each sesslou costs from $75,000 to SIOO,OOO and hence the num ber should be reduced. But aside from lhat the people are already overbur dened with laws. They realize, with Jefferson, lhat “that people is best gov erned which is least governed.” It is almost impossible for the peo ple to familiarize themselves with the 1 4MF* #nr—nt 49 444 4M444 444444 14444 ' +m-m npipnt 1 44 »»»i«4t49 4f Hi* 444 444*j4feiS(fV fl4rfrf"n* 44 9H4fc *M4441i4M1 94 9449 44*4*4# |« 4 4 9444 IMF 9H4HI 4HT9 9444*4 i9< <*M 9*4 «9i* ■ * >f y -raw ft f i $i • t a b A n | <«M*4 •■V MU Wtl If 4* 4lk# f * J m * 941 *fl4* 9m49 •# 4jMfcl * ~ T4* 991.J9 #4* 449 aHtcf **9 Ilf 94*"*f 41 #44 «Nt|#***49l. • III?* I4f 4H4* 444 441* «HH*Slk«4 14 9444 4t4f 94 99*#* wiftrtftt '» law mm MMW't Mr k w*m u«w. tjk* *»nmM of »«■*•» (Mm further I'wtinsn »*• Mofttnai. Harper’s Weekly say*: "Our Cuban nil ten seem to be innoy tarn of many minds and various c»jo duct; al leaat the reports we have of hem give tbrst impression. Thera I* great variety about the report a. On# lay we hear that the Cubans fight no bly; again that they are not of much use; again that being Invited to help in road-making, they refused, declar ing that they were aoidlers, not labor ers. We have beard that they maaaa creJ Spanish prisoners, and again thst that report was a lie. I*. Is not only hard to determine what the Cubans that our troops have seen amount to. hut It Is hard to say also how far they are representative of what ts left ts the Cuban people. They teem chiefly to be skirmishers, under slight disci pline, fighting every man on bis own hook. Interested In the American In vaders, and careful to gather up cloth ing and other superfluities that the invaders throw away. Wc are told that they are starved, and again that they are well fed. Both reports are probably true, but true of different lots of Cubans. Obviously It Is too soon yet to form any opinion about them.” Judge Speer’s appointment of MaJ. Josoph Ganahl as bankruptcy referee for this district Is a happy selection. Maj. Ganahl Is one of the ablest law yers in the South. He has the admira tion and esteem of the whole commun ity. Tho Herald extends Its congrat ulations. L. I u The Madison Advertiser says: "Col. Terrell Wingfield was nominated at the Democratic convention held at Shady Dale last Thursday, for state senator from this, tho 28th, senatorial district. Putnam> choice meets with Morgan’s hearty approval.” Montgomery Folsom the gifted Georgia genius—ls now doiug some ex cellent work on tho Brunswick Times. He is tho bright and morning star wherever he goes. The Johnston Monitor says; “Some of the other fellows might make a fair ly good governor, but your Vnele ■George would make a governor right.” The Barnwell Sentinel publishes the announcement of thirteen candidates. This Is tho time when politics have a redeeming feature. The Greenwood Index would be for •‘Uncle George.” but thinks that EHer be should have an endorsement term.
