Opposition to making Port Royal a big navy yard has developed nmong naval officers, Cvll Engineer Kn licott, chief cf the bureau of yards, having made a specific recommendation ad verse to giving It greater importance. The main objections are that Port Royal Is remote from sources of supply, and that expert labor cannot be ob tained there. An npnropriai ion of $400,000 for the improvement of the Port Royal station Ib available, but Chief Endieott opposes ho expenditure of any more money there, except that necessary to keep the place in good cendilion.
