WHICH SHALL IT 111 The Herald has made an earnest and persistent effort to secure for Rich mond county a white primary at which | candidates for the Legislature and for c unfy offices shall be chosen. We have pointed out that by this means alone can the franchise bo puri fied of the fraud and corruption which have degraded u* in the eye* of the state. We have pointed out that tho hour Is rapldl’ approbchlng when the primary must be held and there Is no time to lose. The medium through which this movement must bo brought about Is for the chairman of the executive oom ml'tee of Richmond county to call tbe members of that committee together and arrange for the holding of the white primary. So far we have learned of no purpose on Ilia part to do so.. At the same ttmc we are unwilling to believe tha* Chairman Doughty intends to ally himself at this crucial hour with that element which would per petuate the debauchery of the ballot and year after year repeat the dis graceful scenes which Rave marked our elections in the past. Wo feel cure that he entertains two high a regard for the good name and the prosperity of the county which has honored him xyith the chairmanship of the executive i committee so many y«trs for him now | to turn his back on -those citizens w ho I are tired of the shameful methods of j the past aud turn their faces to a brighter and a better aud a nobler era In local politics. THI POPVLAB LOAH. It Is not aa easy matter to sort oat. classify and confirm the bids for tbe new war bends, and many -.aterrating facta hive come out in the progress of j the srorh. It now seem* that $100,000,000 or one half. of tbe bond lasue ha* hern taken i hy bona flde subscribers at IMM) or leas. ' This show* that It has become in fact, 1 aa well aa name, a popular loan, and : the market. In consequence, has taken ' on n more vigorous tone. The bonds are now being bought from subscribers at $H>4<V and there is little doubt tha; they will yet go to $lO5. The disappointment of the national banks —many of which bad calculated 1 on taking out additional circulation on ‘ these bonds—has no doubt helped to | stimulate the price. But the fact ro- I mains that a sufficient number of small | Investors has purchased these bonds to j prove their confidence in the govern ment loan and to Insure the practical benefit of popular loans which always I make better citizens of those who have a part of their capital placed in the keepiug of Lucie Sam. Tho Louisville Courier-Journal says that the warning which Dewey gave Prince Henry, to keep out of the line of Are was as worthy of Talleyrand as It was of Andrew Jackson. No wonder that the scent of the wild rose clings to the pages of the Colum bia Stale, where a man like Editor James Henry Rit*, jr.. gets on tbe sub ject of June and poetr” The monument to be erected to Gen. Samuel McGowan at Abbeville will be one of the handsomest In the South and will commemorate one of the noblest names in our history. A Florida editor announces his in tention of lighting Spain to a stand still. This is too bad, just as they are beginning to toy with Uie frirge ot j peace.
