It does not seem possible that the au thorities would be so foolish a* to put the scheme In operation, but If they do I tan but exclaim. Is It possible that the city or Augusts set* this price upon labor, when all other citias are doing their tit - trot to advance the standard of wage?? The tendency of the times Is to en courage free labor, and there is nol an economist in the world who will admit the employment of convict labor by the city Is an economic policy. The city virtually by the act debases labor, tip on which the very government is foun ded. To encourage labor and Justify free labor, many cities prohibit con tract labor, and where It is admitted, an ordinance exiets compelling the con tractor to pay the governing union price for such labor. An act of this character Is nol only debasing labor, but it Is an insult to the free American citizen. It says as plain as words could put it: “Free labor is on a level with the felon.” It places the felon above the freeman In an opportunity to make a living. This community is growing in numbers and intelligence, the working people are becoming more and more enlightened, and the injury to one becomes the concern of all. This is a matter, too, in which the merchant and landlord Is Interested, and for them I enter a protest. They pay a tax and license, and cut of that the running expenses of the city gov ernment is paid. If eighty freemen rvere employed at the minimum wage of $1 per day. for six working days would amount to S4BO. This amount rir'oiild he spent with landlord and mer chant. With ronv ets employed there would be no income for them. A rail road la a rhariernd organisation, own* nod operate* Ihe road, pava taxes and employ* labor la large quantities, or ganixeij and unorganised. It teems reasonable snd palpable to (he thinking that if a tick et was purchased lo N**w York from Augusta, and the purebuaer only went half the distance, he should get a re bate. That point lam willing to nr gue; but we have only worked our selves to this belief; wherein Is the justice? Hut the queetlon only here is the right of the American Federa tion of and its officers to Inter fere. If we needs take a hand. It should be Tor the bill; It would prove the faith that Is in us. that we oppose Individuals or firms doing businese on another's capital or labor. The scalp er is a parasite, a vampire, who pros pers on the capital of both. Again, the railroad oiganizailons favor the bill; they are bona fide labor organi zations. and c hat right have we to op pose their wishes or desires for a lot of men we knew not of. Were these scalpers ever known to employ union labor? Were they ever known to cham pion the cause of labor? Hince the American Federation of Labor has so kindly aided them in their bu«lne«) the association has issued on order lo their member lo have all their advertising done in union papers and I heir Job work In union offices, but not on the life size portrait of your elegant self are they doing it. not in Augusta nor elsewhere. I shall send a marked copy of this issue of The Herald to Ihe leading labor papers, and want to hear (heir opinions. Remember the rail roads employ all members of railroad unions. From The Nashville Banner I learn a movement is on foot to erect a mon ument that will acknowledge and per petuate the genius and self-sacrifice of Maj. Jno. W. Thomas. President of the Nashville, Chattanooga and St. Louis railroad. It is my opinion Ihe. work ing people of ihe state will take a hand in the affair, individually and as or ganizations. Major Thomas is the per ‘■oniOration of all that is honorable, and the embodiment of fairness and justice. Working people all over ihe country have the right to honor him, to say nothing of those in Tennessee. The International Tailors' linlon by a referendum role bas decided to hold no canyenthm the coming year. 'The anion was to meet In Uiulaville. and the Louisville tailors are much disappointed. It haa been extensively advertised that one week, commencing Labor Iruy (September 6) would be a«t apart by . the manageis of the Omaha exposition, for laboc. An elaborate program had been partially arranged. Including all of the labor leader* as speakers, and their subjects selected, but it is now pulled off. It seems to be no fault of the managers, as far as I can learn. The affair has been In Ibe hands of a committee from the central labor un ion of Omaha, and It is probable tjmt they experienced some difficulty in get ting the congress organised, for that is what was Intended. II Is to be re gretted that the plans did not'carry. An effort should he made to hold It la ter. The first week in November would be agreeable to many. The United Stales has 71.250 postof fioes, with 195,720 employes, easily leading all other nations in these res pects. Germany comes second on the lip , has 37,640 offices, with 175,759 employes. <t Ic all cantons of Switzerland, there are relief stations for the unemployed, where they are given lodging and meals. In 1896. 129,234 persons were received at relief stations, 35,000 of whom secetired a dinner, while 94.234 stayed during the night. The total cost of these institutions was less than $25,000. Every public school In Paris has a lunch room on the premises, where the children are provided with warm meals, free to those who are too poor to pay. The cost of the food thus fur nished is about 2 cents a head. Zurich, Switzerland, provides dwel lings for the men employed in Ihe mu nicipal works. The office of r vice admiral of the American navy was created by act of congress in December, 1864, and filled by the appointment of Rear Admiral David Fnrragut.. On July 25, 1866, as a further mark of the appreciation of the country for the hero of Mobile Bay, the office of admiral was created for him, and he filled it to the date of his death. As vice admiral he waa succeeded by David 0. Porter, who also was made admiral after Farragut’s death. The third, and up to this date the last, oc cupant of the office of vice admiral, was Stephen C. Rowan, whose death occurred a few years ago. Both offi ces were abolished Dy operation of law upon the deaths of their respective In ! curobents. The friends of August H. Heilegeober*. found dead on tho streets Tuesday, morn I tig, claim to have found a clue that may lead to the capture of hia murderer. They will not discuss the mutter with newspapers except to say that they have proof that their friend was the victim of foul play. Frederick H. Opper. liellcngeberg's firm frian.l I and admirer, has stated to other friends of his that he is ill possession of clues that he believe will finally land Ihe murderer behind the bars. Efforts to Bee Mr. Opper by Press rep resentatives failed. He could not be found as hia place of business. Mr. Opper hae been given authority by his friends and the friends 'if Hellengen berg to employ a detective and put him to work on tho case. There are only two or .three meu who are acquainted with the latest developments in the case and they decline to discuss them with the newspapers.
