Tbe muet Important action of (he convention wna the adoption of the referendum system as Ih# cardinal principle in the future of the govern ment of the reorganized party. After the nominations were made a motion was made by Captain Burkett of Mis sissippi. providing that the nomina tions just made be referred lo a refer endum of the voters of the people's party of all stales and territories, and (hat said referendum be taken In ac cordance of the people's party. The rules constitute a radical substitute for those adopted at Bt. Louis In 1896. The main change provides (hat the people's party should never again hold a con vention of any sort, national, tate, district or local, but that the nomina tions for all offices ahould be made through the Initiative and referendum or pet it lone adopted by popular vote. Another supplemental resolution was adopted providing that the new na tional committee, of which Milton Park Is chairman, should take such action as It may find necessary In the courts or otherwise lo see that the names of all the candidates of th* peo ple's party, in al) localities, shall ap pear on the regular and legally pre scribed ballots. Another Address. Those who followed Palmer out of the convention afterwards held a con ference and appointed John A. Parker of Kentucky. James E. Mcßride of Michigan, James H. Ferris of Illinois, and Horace Merritt of Tennessee, a committee to make another address, which was unanimously adopted by the boliers. After reolting the facts which led up to the withdrawal of the bolters, the address says: "We implore the populists of every state to pay no heed nor attach Importance to this small slough ing off of party timber, but to main tain an aggressive warfare on the line hitherto followed to build up and pre serve our state and local organizations in accordance with the recommenda tions of the national organization committee, as adopted at Nashville on Tin: IIXK Of V"*K3I %l# V-Akßta ItARi'M Q-* nor mu ft— ta— M*a« taw>«t**4k tbh b——aw abaawp. Amerlcus, Ga., Sept. 7.—lt is hardly felleved now that a contest of the re cent prohibition election In Sumter county vrll! be instituted as at first supposed. The result was a derisive victory for the prohibitionists, and the new lew will become effective January 1 next. Tbe anti-prohibltionlsts yet have three days more in which to file notice of contest and have examined every point on which success might be based, but it is not thought that suf ficient grounds can be found.
