Copyright, 1888, by L Harper & Brothers. ‘ Day after day regiments are arriving ifi New York City cr at Montauk, returning from the war or from camps in the south, and from either of th’se two points regiments ar" departing day by day returning to As a result the people of New York city are witnessing such sights as are illustrated in the accompanying cut from Harper's Weekly cf this week, as they go to or from their business offices. ( Three months ago .ve watched the regiments march by on their way to southern camps with their full com plement of officers and soldiers. If they returned now with their files decimated by the absence of those who had been killed or wounded in battle, it would still be a sad but nevertheless an inspiring signt, but when a regiment returns with less than half of its command, and when those who do return, or most of them, are unable to walk three cr four miles through the city streets, and have to be carried in targe barges because they are so ill with fe vers contracted in camps within the United States, the sight rather excites the anger of the citizens of the United Stales than their enthusiasm and pride of the soldiers-anger at the Incompetency of the war department and the officers whom they have appointed to take charge- of the feeding and clothing of the United States army.
