San Francisco, Oct. *. —A story It lust rating Admiral Dewey’s prompt way of preparing for any emergency Is brought from Manila by Capt. Be bree. of the steamer China. When the cable reached Dewey that Camara’s fleet had actually entered the Sue* ca nal and might be expected at Manila. Dewey paid a visit to Bsbree on <h* China and carefully Inspected the big liner. He seemed particularly Impress ed with her sharp steel bow. which comes to a knife-like point. He turn, ed to the captain and said: "This Is a fine ship you have and 1 want to use her as a ram. We can put on some good rapid Are guns, and then you ran sail into the auxiliary vessels of Camara's fleet and ram them out of sight before they know what you are doing. 1 ivHi sec you are made acting commodore, and that yon are well re. warded. Will you do It?" Sebrer replied that he would like no better fun. as Ihe China Is twice as fast as most of Camara's fleet, and he believed she could whip evesi the crui sers In a fair fight. \\’hen Camara turned back Dewey was murh disgusted, as he had all his plans laid to give those remnants ot Spain's fleet as lively a reception as he gave Montejo's warships. Late yesterday afternoon the quiet ness at Oelger’s springs wsa broken hy the mournful rrtee of three negro boy* who were receiving a brutal whipping. The affair was superintended by IJeut. Col. Tillman, who waa temporarily in charge of the camp, and for nearly two hours there waa scarcely » moment that passed In.which the unfortunate victim* saw any peace. The whole difficulty nroae over the loaa of a pistol belonging to "Uncle Oeorge,” Col. Tillman's servant. 001. Tillman accused three of the servants at the camp with having taken the pistol, and in order to obtain a confes sion he resorted to a vigorous use of the leather strap. *The boys were stripped of their clothes and placed across a barrel. When Tillman had become exhausted he would In a t rue t others to onnttnue the whipping and of ten mode the remark that If the boys did not con fees that he would beat them until life watt extinct. Several tlinea the boys remarked that they knew where the pistol was, and asked that they be given the privilege of showing where It was placed. But every time It could not be found, and the plea that they did not know, but simply said so in order that they might pass a few moments without enduring such treatment. Col. Tillman did not do all ot the whipping, but this was due to physical exhaustion. He had other* do the cru. el work, while he stood hy sanctioning It. Nor did it cease until his almost in satiable greed for the spilling of blood had been appeased. As he looked on and listened to the piteous pleadings of one of the boys he ordered that the strap be used no more, hut that resort he had to hickory sticks. The erics of the victims and the heavy blows dealt them could be distinctly 1 heard 150 yards away. CASTOR IA For Infants and Children.
