The soldiers have been able to go to encampment only once In two years. The cost of this has not amounted to one-tenth the amount given by each Individual soldier In the state militia to the service for the same time. The rejuvinatton of the militia that was expected lo hegin today has been tem porarily checked by the action of the appropriation committee, and It will not proceed with as much activity as was intended. Annual Report. The annual report of the South Car olina and Georgia railroad shows the business of The Old Reliable to have increased very much for the year 1897-98. The net earnings during that time have been $484,887. against $438,- 554 for the fiscal year 1895-97. The following extract from the report of President Parsons will be of Inter est; "The increased facilities at your wharves In Charleston for loading grain and for the storing and handling of other commodities, and the efficient 1 management of the Charleston trans portation line, which runs in connec tion with your road, account for much of the increase in earnings.
