Washington. Dec. 2. —Judge Gray, nf
the United State* supreme court, an
nounced yesterday the new bankruptcy
rule* which it tin authorize J to frame

| July 1. IWM. They are to lake effect
January 2. 1X99.
Under the head of “Conduct of Pro
i reeding*" may be conducted by the
bankrupt In pereon or by a petitioning
lor opposing creditor: but a creditor
| will only be allowed to manage before
;tbe court bis Individual Interest. Ev
i*ry party may appecr and conduct the
proceeding* by eltorney.
Rule 8 says that In case two or more
petitions are tiled against the same In
| dividual In different district#, th* first
, hearing ahall be In the dlatrtct In
which the debtor haa bia home.
The priority of petitions shall be ree
> ognlxed In all cases of dispute l»e
--tween petitioners, according to rule 7.
Rule X provides that a portner In a
firm may refuse to Join In a petition
for bankruptcy by a counter petition.

and 22 relate to proofs or debts. The
hearing of the eases is provided for by
role 28. and rule 30 refers to Imprison
ment of a bankrupt.

Why Hobson Refused.
Lieut, Richmond Pearson Hobson
