BY-LAWS FOR GOVERNMENT OF
BODY ADOPTED AT MEETING
HELD YESTERDAY.
STRENGTH OF COMMITTEES
Each Shall be Composed of Five
Member*. Together With the Chair
man-Order of Buaines*—How
Amendment* Can be Effected.
At the meeting of the Executive
Committee of the Chamber of Cqpi
merco, yesterday, that body adopted,
for Its government, the follqipfng by
laws and ordered that these by-laws
can be amended by two-thirds vote of
the members of the commitee:
1 All cumniittees shall be com
posed of five members including the
chairman.
2. Finance Commitee: The Finance
committee, together with the presi
dent, shall see that the secretary and
treasurer perform their duties; shall
audit all claims and accounts of the
corporation; shall make an examina
tion of the books of said officers at
least once a year; and shall report
to the executive committee at the end
of each fiscal year, and at such other
times as the said executive commit
tee may require.
3. Transportation Rates: The Com
mittee on Transportation Rates shall
obtain all the useful Information re
lating to rates of railroads and steam-
I boats, and keep itself fully advised
with reference to the transportation
I interests of the city and Its territory,
snd shall make apeclal reports there
;on to the executive committee or to
i the board of directors, whenever f
1 considers the same necessary, rft
shall perform like duties with refer
ence to the telegraph and telephone
! service of Augusta and the surround
s ing territory.
4. Entertainments and Conven
tions This committee shall have es
pecially In charge the duty of having
I erected, as early as possible, a sult
| able hall for the entertainment of con
ventions and other assemblages; to
arrange suitable accommodations for
jthc attendance upon such meetings;

gusta.
5. Publicity and Advertising: This
l committee shall seo to the proper
I advertising of all facts and informa
tion relative to Augusta and its ter
ritory. calculated to induce Immigra
tion, 'establishment of new industries
and improvements of all kinds.
8 River Improvement: This com
mittee shall have in charge the a*
vancement of the improvement or tne
Savannah River above and below
Augusta. It shall devise and inaugu
rate such plans and efforts as will
best attain this end, and it shall co
operate with the City Council of Au
gusta and any other organizations
having this end in view.
7. Immigration: The duties of tnts
oommllttee shall be to use all means
possible to induce a desirable immi
gration to Augusta and its territory.
8. Legislation: This committee
shall endeavor to keep posted upon
legislation favorablo or unfavorable
i to Augusta and its territory; shall en
courage that which is helpful and con
test that which is hurtful; shall co
operate with all the other committees
In assisting to frame and have enact
ed any necessary or helpful legisla
tion; and shall co-operate with the
city council of Augusta and with the
authorities of Richmond county in all
legislative matters that are helpful, or
in opposition to those that are hurt
iful.
9. Arbitration: This committee
shall hear and determine any manner
of controversy between members of
the Chamber, and between members
of the Chamber and any individual
firm or corporation which may be
I parties to said controversy, and
which may tie submitted to tihs com
mittee for their decision. In all such
1 cases, the respective parties shall no

and shall sign an agreement to abide
by the declston of the committee. This
committee shall render its awards in
writing, which shall be recorded by
the secretary in a book kept by him
for that purpose, and a copy shall bo
furnished by him to each of the par
ties interested tjithin five days from
the time of thC tendering of the de
cision.
10. Statistics and Information: This
committee shall collect facts and in
formation pertinent to the objects of
this corporation. It. shall furnish
these facts to the committee on pub
licity and advertising, and to such
other committees as may seem to this
committee appropriate, and to the
president and secretary of this organ
ization.
11. Home Industry: This commit
tee shall have in charge the duty of
fostering home industries by inducing
the people of tho city and its terri
tory to sustain home manufacture
and merchants.
12. Insurance: This committee
shall post itself upon the rates of in
surance effective in this community
and this territory, and shall do all
things in its power to obtain the
most effecient insurance service ni
the cheapest practicable rates for the
citizens of Augusta nnd its territory.
13. Parks and Boulevards: This
committee shall encourage the devel
opment; beautifying and improvement
of parks and boulevards in and around
Augusta, and shall co-operate with
any public officers or bodies looking
to this end.
14. Hospitals: This committee shall
aid in the establishment and mainte
nance of hospitals in and near the
city of Augusta.
15. Education: This committee
shall acquire information as to the
method, extent and cost of education
In this community and its territory;
shall exert Itself to raise the standard
and efficiency of the education of the
youth; and shall co-operate with the
Augusta Trunk Factory,
