she thought possible, even while de
voting the money exclusively to the
purchase of milk and Ice and fresh
eggs. Finding that she could sup
ply more milk than whh absolutely
necessary for her Immediate district. I
she has been giving milk ticket* to !
sick babies far out of the territory j
which she visits every day, in In j
stances where the milk Is wanted had ;
enough for the mothers to send to
the Mary Warren Home for It.
The Home continues to be the main
distributing point, hut there has re
cently been arranged another place
where milk and Ice can be had by
those who are lu Imperative need of |
it.

ly part of the story. It wull be re- :
membered how It wa* told In these
columns that the president of the
Hlbley mills had given u large tent as j
a shelter to the sick babies and how
two smaller tents had also been se- ’
cured for two tubercular patients.
These tents now form a little group
on the open, wind swept and alto
gather attractive plain directly across
the canal from the Sibley mlllß. '
There I* a small cluater of tree* here
where hammock* and swings are [
hung, and where not only the sick
babies but the larger hoy* and girls i
nre glad to come for a few pleasant
hours. Miss lliggar make* this
place her headquarters, a kind of
open air hospital where all the pati
cut* who can he brought to her she
urges to come because of the quick
attention *he can thu* give them, and
because of the freHh, *weet air and
the nice Iced milk she keep* on hand
It I* delightful to see the way In
which all the children cooperate with
her In her work. One manly little
fellow has made the wide stretch of
green a thing of beauty hv bringing
his Utile home-made cart built of a
good* box and taking away every bit
. of di hrls In the wav of old cans and
! paper that once marred the emerald
smoothness. Many other* also con
sider It quite an honor to be asked to
assist Miss lliggar in her work which
has a thousand branches In addition
to those ordinarily associated with
the day's work of a nuiße.
The two 111 men are possibly even
happier here In their open-air home
than are ihe children. Both are im
proving rapidly under the splendid
treatment and the regular diet of milk
and iggs supplied from our fund and
certain other substantial dishes se
cured from a near-by boarding house.
A man employed for the purpose
keeps guard hear their tent at night,
and they are both strong enough to
help each other In the daytime dur

PARlS.—L'Oplnlon publishes an in
teresting Interview with Emperor
William which, the paper says, is
published with the kaiser's consent.
L'Oplnlon* talk with his majesty
took place at Kiel.
"Germany," said the kaiser, “could
gain nothing by changing her policy
of peace, which has been maintained
at great hazards for seven and thirty
years. A province added to our do
minions would be a sorry price for
the infinite misery a war would in
flict bdtb on ourselves and adver
saries. Our powerful fleet and army
are maintained solely to uphold Ger
many's commanding position in the
world. We cannot afford to let our
forces deteriorate, we cannot afford
to relax ih our war preparedness—for
on tills depends our political Influ
ence and our commerce and Industry
on land and sea.”
The kaiser continued: "I swear I
do not banker after war, but let oth
ers bewnrp from driving me into It.
"A war between Germany and
France would be illogical on both
sides.
"I do not believe in the taik of re
venge scattered by silly French news
papers, neither can I perceive that
France Is preparing for a war of re
venge. Your army organization is not
aggressive. Like that of Germany, It
tends toward the maintenance of
peace only.
"France and Germany should be al
lies; they should enter Into a com
part. guaranteeing the rights of each
and putting an end forever to all talk
of war and conquest, for if France
and Germany are united, embracing
Austria. Italy and Spain In their
treaty of amity and friendship, then
no other nation would even think of
going to war.
"As to Alsace-Lorraine. 1 oannot
give back to you that bit of land,
neither can you accept It. The treaty
of Frankfort Is an undeniable fart. It
cannot be set aside. Let's be done,
then, with the past and look into the
future." •

VIENNA When the Ring Theatre
burned down tn December, 1881. a
large amount of money wa* collected

Richmond County's Convicts
Located In Model Camp

A great deal of interest is mani
fested In Augusta over the develop
ments being made in the convict
question before the legislature in At
lanta and the outcome will be watch
ed with great Interest by the public
In general.
Those who have kept In close
touch with the work are doubtful if
the many of the allegations set forth
in the charges will be sustained when
the final hearing Is made, but It is
quite certain that much good will
ultimately come from the investlga
tlon.
The lease system will probably be
substituted by the contract system,
and If this is the outcome every
county In the state will have the
first right to take its own convicts
and work them on the roads. Rich
mond county has been following this
plan as closely as possible for a long
number of years aud the new rule
would virtually put all counties
where they can follow the method in
vogue here.
There are now 66 Btate convicts
apportioned to Richmond county as
Its share under the last convict law.
Besides these, there are 88 other con
victs known as the county convicts,
those serving one year or under for
misdemeanor. With the exception
of ten, all are employed on the Rich
mond county roads and consequently
the public highways here are the
equal of any In the country, accord
ing to experts.
The Richmond county convict camp
is rs model in arrangement and there
is nothing left undone that would add
to the comfort and health of the con
victs Strict sanitary precautions are
used and the best possible treatment
is s'ven In every Instance.

Vatican Authorities To
Take Up the Case of
Austriar. Priest.
VIENNA—There will be a second
St. Clement, if the hopes of Vienna
Catholics are fulfilled. The Vatican
authorities have promised to take up
the case of the late Father Clement
Maria Hofbauer, a native of Vienna
and long a saint in the estimation of
his contemporaries.
As a preliminary, the remains of
Father Clement have been examined
by Rishop Marsehall and a commis-
prelates. The body was plac
ed in 1820, in a niche of the Redemp
torist church, in an oaken coffin, seal,
ed by the church authorities. The
seals have been broken by Monsig
nor Marsehall and in inventory of
the remains taken.
