Miss.—A rail has been sent out by the Mississippi Travellers' Association, the board of trade, and other commercial organizations for a meeting on September 15th, to discuss the proposed raise in freight rates. The meeting will also ask that, the railroad commission be given an at torney to represent the slate's in terest. HAINS TRIEeTtO SHOOT ANOTHER Slayer of Annis Recently Accused Another Man of Breaking up His Home. NEW YORK. —It was learned today that Capt. Peter C. Hains went to Baystde, L. 1., a few days before he shot, and killed William E. Annis, and attempted to shoot a millionaire resi dent, also a member of the Bayside Yacht Club. The informant stated that Captain llalns met the millionaire and accus ed him of the same thing he accused Annis of—wrecking his home. It was only by the most forcible arguments that the millionaire persuaded Cap tain Hains that he was on the wrong track. This Incident was brought forward today by a friend of Annis to prove that Captain Hains was groping in the dark, that he suspected a number of men, and that he was not sure he had the right man when he shot and killed Annis. Captain Hains, In the Queens coun ty jail, today caused considerable alarm among thp authorities by his actions. District attorney Ira D. fi.
