face much pock marked, with the usual
sailor decorations imprinted with blue ink
upon each arm, and upon one or both, is
the figure of a min holding a woman, a
glow, and a decanter, he speaks very
quick, and is an expert seaman. He was
employed as master, and proceeded from
this port in the sloop Mary of Mobile, in
October 1318, to Foil Gadsden, (E. F.)
In April 1819, he armed the said sloop
and ran away from Pensacola, with about
ten thousand dollars in specie, belonging
to the owners (Messrs. Armstrong and
Crawford of Mobile.) He entered a small
port in Cuba, obtained false clearances of
coffee, & and visited Havana by land;
where it appears the most shocking crimes
were matured, in conjunction with other
desperadoes. In June 1819, said Neill
arrived,on the coast of Florida, having
boarded many vessels. The confessions
of two of ills cltw, who were hung in
Charleston in May last, disclosed the most
awful murder which had been committed
by said Neill, and his mate Peter Frede
rick Miller, particularly on Capt. Study,
passengers and crew of the British brig
Ann. Early in June, 1819, said Neill en
tered Georgetown, S. C. sold the coffee
taken from the said brig, and proceeded
to Ocritpock, where he purchased a small
schooner, which he armed, and sailed with
her and the sloop in company. The last
accounts of tliis buccaneer arejupto May
last, when he was cruising about the Ba
hamas and Florida coast in a smal) black
schooner, calling himself capt. Short, ex
hibiting large amounts of Gold, boasting
of hip enormities, and declaring to the
wreckers that he weuld not be taken a
live. SUO dollars will be paid for the ap
prehension of said Henry S. Neill, on his
being confined where the authorities of
the United States can obtain his person;
and 1,000 dollars will be paid for the re
covery of the money, and the sloop, or
in proportion for any part of the same.”

'Bea Serpent at Phillip p's
Beach.
On Saturday last about one o’clock in
the afternoon, the Sea Serpent was dis
tinctly seen again from Phillip's Point, b\
Mr. Richard Phillips, his wife and family
and the young men at work in the shoe
maker’s shop, near P’s house; also, by-
Mr. Heath and family, from the Beach,
about a quarter of a mile from the Point,
and by Mr. Ingalls, a respectable man,
whose shop is near the beach, and can com
mand a full view of the sea. He was
then lying dormant and very near the
shore, the sea being almost calm. Three
intrepid young men, at work in the shop,
whose names are Jonathan B. Lewis, An
drew Reynolds and Benjamin King, eni
barked in a small boat, and rame within
about 30 yards of him so that one of them
counted 23 bunches on his back ; appear
ing exactly as described by others who
have seen him ; his head, which was
black resembling that of a common ser
pent, was raised about 2 feet above the
surface, and was about the size of a com
mon fire biifket. ' •
We have made very particular inquiries
of the persons above mentioned, and have
this siatemant from their own mouths,
and which they are ready to substantiate,
under oath.
He was also again seen on Sunday af
ternoon by several persons residing at the
Beach and Point.

Sacrifices.— A gentleman informed us
a day or two ago, that he witnessed a sale
in an adjoining county, by a constable, of
.wo beds, an old hflrse, 8 geese, 4 knives,
one pot, and 3 plates, which all brought
less than §4, (less than the officers fees,)
and that even tiling was taken off except
one bed. We have heard it also stated
that property in Nashville for which there
was pai. some time ago §24,000, was
lately sold at 9000 to satisfy an execution.
Who can make such a sacrifice'and think
he has justice done him? A Kentucky
paper states; -
A man had purchased a tract of land,
for which he was to give §3009, and after
paying §2200, his creditor shaved his
note; shaver immediately brought
suit, forced a sale, and bought <g3ooo
worth or real estate, for §3OO, leaving
the- unfortunate man a beggar, and §4oo
in debt.
Still we hear some men crying out,
there in no need of legislative intcference.
