JL completed its first volume; and hav
ing, even in its present limited shape, re
ceived considerable encouragement, the
Editor is induced to enlarge its size and
devote a portion of it to the insertion of
a correct weekly Prices Current, Adver
tisements, and other matters of ('. iiimer
cial and Agricultural interest, in order
thereby to make it more generally accep
table to his friends, extend the sphere of
its usefulness, and increase its circulation.
It is scarcely necessary for him to re
peat, that his paper will be still devoted
to the maintenance of these great princi
ples of Liberty—Religious and Civil—by
the establishment of which, in these Uni
ted States, our Glorious Constitution
stands pre-eminent, and has won the nd
miration of the world. To defend, then,
that Constitution from innovation, and
to uphold the dignify of this, his native
Stale—to keep Church and State forever
asunder—to vindicate the character of
Ireland and of Irishmen, whenever or by
whomsoever assailed—to .repel the as
saults of their enemies, and to entourage
the efforts of their friends: to preserve
the purity of the elective franchise, and
the accountability of public servants; to
expose oppression and to defend the in
jured; to uphold the majesty of virtue, of
religion, and Ihe laws—shall be his con
stant aim. To do this, and to cultivate
and encourage native talent, and to ob
tain arequsite quantity of original inaltor,
the correspondence of some of the most
talented individuals of the youth has
been promised, and is solicited, in the va
rious departments which its general plan
comprises.
The editor has also the pleasure of in
forming his patrons, that having made
arrangements, he will be supplied with
regular liles of the best European News
papers, by which he will be enabled to
lay before them all interesting intelli
gence from Ireland and other parts of
Europe.
The Irishman and Southern Democrat
will be printed in the quarto form, tin a
royal sheet, with new type, and will be
delivered to subscribers in the city every
Saturday, at #3 per annum, payable in
advance, or $3 50, if not paid within six
months from the time of subscribing.
Persons who obtain six subscri
bers, shall receive n copy gratis.

CITY OF AUGUSTA. >
THIS INDENTURE, made and ex
ecuted this nineteenth day oi
March, in the year, of our Lord eighteen
hundred and twenty eight, between the
City Council of Augusta ic Thomas Me-
Gran and his associates, — JHtneaseth, that
for the purpose of furnishing Water to
the city of Augusta from springs, or
streams, or other sources, in tf«e neigh
borhood of said city, the City Council of
Augusta hath given and granted, and
■ doth by these presents give and grant,
unto the said Thomas McGran and his
associates, the full and complete right
and privilege of bringing and introducing
waters into this city from the Savannah
• river, or any of the neighboring springs,
which said water, is to be, and may be
brought into this city, through pipes or
conduits of wood, iron, clay, or any other
substantial material; and the said right
and privilege is hereby granted to the
said Thomas McGran and his associates,
their executors, administrators, heirs and
assigns, for the space and term of twenty
tive years, from and after the signing ami
delivery of these presents, and to the en
tire exclusion of all and every other per
son or persons whomsoever: Provided nc
• verthdeas. that the said Thomas McGran
and his associates shall and will comply
with the conditions hereinafter mentioned
and that the said right and privilege is
hereby expressly held to include the pow
er to iuy down, in and under the streets
of the said city, all pipes, conduits, or oth
er works, necessary to the conveyance
■ of water, and the said to erect, construct
or place within the corporate limits of
the said city: Provided, nevertheless, that the
streets or ground belonging to the said
city, whenever broken for the purposes
aforesaid, shall be repaired and put into
proper order, by and at the expense of
the said Thomas McGran and his asso
ciates: And provided also, that it is express
ly understood and agreed that the City
Council herein and hereby gives and
grants no other right or privilege than by
the Laws and Constitution of the said
State the said City Council hath a right
to give and grant.
And the grant of the right and privi
■ lege aforesaid, by the City Council of Au
gusta, is hereby declared, consented, and
agreed to be upon the conditions follow
ing, to wit:—That the said Thomas Mc-
Gran, and his associates, shall bring wa
ter as aforesaid, which water shall be.
pure, good and wholesome, into the body
of saUwcity, to wit: at the Market-House
in the said city, at the intersection ofllroad
and Centre-Streets, on or before the first
day of January, one thousand eight hun
dred and thirty one, and that the said
Thomas McGran, and his associate-, be
at the time aforesaid, ready and prepared
to deliver the said pare, good, and whole
some wafer, so far as the same may then
be brought into the said city to such per
sons ns may then think proper to pur
chase the same. That no person or per
sons shall pay a tax by virtue of the terms
or conditions of this contract, or in any
other manner, be called upon or obliged
to contribute to the advancement of the
undertaking of the said Thomas McGran
and his associates; but all and every per
son or persons shall be left to the entire
exercise of their discretion in the premi
ses, and shall use tire said water, or ab
stain therefrom, according to their will
and pleasure, ami upon such terms as
each and every of them, shall and may
make and agree upon voluntarily with
the said Thomas McGran and his asso
ciates; and nothing herein contained shall
interfere with the right ami privilege of
the said Thomas McGran and his associ
ates to sell and dispose of the said water
so brought into the city aforesaid, to each
person or persons as may voluntarily sub
scribe therefor. That the said Thomas
McGran and his associates shall con
struct and keep in repair under the super
intendence of the. City Council of Augus
ta, a number of hydrants or fire-plugs,
wliich shall he fur the use of the said city
of Augusta in cases of fire or conflagra
tion, and shall always be supplied with
water by the said Thomas McGran nnd
his associates, free of any charge or ex
pense whatever to the said city, saving
and excepting, nevertheless, all accidents
which may be unavoidable. That the
supply of said water shall be regular nnd
without intermission, and shall not fail
for a period longer than thirty days, eith
er for public or private use, and upon the
failure of the said water, the said Thomas
iMcGran ami his associates shall and will
forfeit, to each and every purchaser ofthc
said water, the sum of twenty-five cents
for each nnd every clay after the said
thirty day*, g.vhich said sum of twenty
five cents shall he ordered to be paid by
the City Council of Augusta, upon com
plaint of the person or persons aggrieved,
unless it shall appear, after due investi
gation, that the said failure or intermis
sion of the water was unavoidable by
reason of scyae accidental disordered
state of the pipes, or conduits, or other
cause wliich could not have been preven
ted, by ordinary ctuilion and diligence.
That at the conclusion of the twenty
five years aforesaid, the said water works
shall belong, (with the exclusion of the
soil which they may occupy, and which
may be the property of (he city or not the
property of the said Thomas McGran
and his associates.) to the said Thomas
McGran and his associates, but ifthe said
City Council should desire to own and
possess the said water-works at the time
last mentioned, then the said City Council
shall take and possess (he same, paying
therefor to the said Thomas McGran and
his associates, the just and full value of
the same, which said value, shall he as
certained by a reference to five distin
guished persons, two of whom shall be
chosen by the said Thomas McGran and
his associates, two others by the said City
Coaneil of Augusta, and the fifth to be
chosen by these four persons, selected ns
aforesaid. Provided, that nothing here
in contained, shall he construed to pre
vent the renewal of this contract, or the
execution of any other contract, bet ween
the said City Council of Augusta, and the
said Thomas McGran and Ins associates,
and their heirs and legal Representatives,
should the parties think proper to renew
the said contract, or to e ccute another.
And the said Thomas McGran nnd his
associates shall not charge more than
twelve dollars per annum to each and
every family living on Broad-street in
said city, for the use and purchase of the
said water, and it is hereby, consented
nnd agreed that a family shall be ostium-
ted, to consist of not more than ten per
sons, but when there are more than that
number actually belonging to any family,
then the charge for the use of the said
- water, may be greater than the said a
s mount, but bearing, nevertheless a pro-
portion thereto. And it is further con
e sented and agreed, that there shall be ex
- ccpted from the last mentioned regula
t tion all dyeing establishments, Brewer-
J ies, Inns, Taverns, Houses of Entertain
r ment, Public Stables, and 31anufactories,
- with the keepers, owners, or conductors
f of which, the said Thomas 3lcGran and
1 his associates, shall be at liberty to e,on
, tract as may be mutually agreed between
s each party. And lastly that a refusal on
t the part ofthe said Thomas Aie.Gran and
? his associates to deliver water to any
1 person or persons who live on Broad
street in said city, and is ready and wil
ls ling to pay for the same according to the
i* rate hereby and hereafter to be cstublish
r ed, arid when the said City Council shall
t consider it practicable to deliver the wa
-2 ter, shall be held and considered an of
1, fence against the good order of the city,
1 and for each and every such refusal, the
said Thomas McGran and his associates,
I may be (hied by the said City Council in
-a sum not exceeding fifty dollars. And
■ it is hereby, expressly understood and
• agreed, that all and every person, or per
• sons purchasing the water aforesaid, shall
’ pay the expenses attendant upon bring
-1 ing the said water from the principal
s pipes cr conduits in the streets, into their
■ several lots and houses. And the said
s City Council of Augusta, doth by these
- presents warrant and defend, the said
3 granted right and privilege, upon the
f conditions and with the limitations afore

3 associates, their heirs, executors, adminie

3 persons whomsoever.

s and another to the best Greek Scholar,

■ August, for a regular course. The names
1 of the young gentlemen thus distinguish
-1 ed, A: of the Teachers by whom they were
’ educated, will also he made public, that a
1 laudable emulation may ho excited,
- and the standard of Literature raised
1 throughout the State.
f The Latin prize, however, will not
- be given to any who shall not manifest,
r on examination, a thorough knowledge
1 of at least, Jacob's Latin Render, both
- vols. Ctesnr's tCommentaries, all the wars
3 in Gaul, Gould’s Ovid, the whole of
- Virgil, Cicero's select Orations, and the
■ Catulinc and Jurguthine Wars of Sal
- lust.
» The Greek prize will not bo given for
r less than a correct knowledge of Dclec
■ tus, a valuable work for beginners, John
1 and Acts, Jacob's Greek Reader, and
I Gneca minora.
A prize will also be given for the
: best knowledge of Arithmetic, and Day’s
3 Algebra, as far as the end of simple
- equation.
I It has been a source of regret to the
' Faculty, and a drawback on the Litera
■ lure of the College nnd the State, that
3 Students have generally been entered
5 so badly prepared. To remedy this in
1 part by an honorable competit ion, is the
3 design of the above mentioned prizes.—
3 These prizes are intended to be perma
-1 nent; and many who may not he able to
- compete for them next August, will, it is
’ hoped, qualify themselves for deserving
- and obtaining them some succeeding
. year.

revolution, have given to Medical Science
a new impulse, nnd it is rnpidly advan
cing towards new and splendid achieve
ments. From our remoteness, and from
the limited facilities which we now' have,
it is nlmost impossible to keep pace with
the rapid strides which 3ledieol Litera
ture is making in France, Italy and Ger
many. But for the few periodicals which
our own country allbrds, we would be al
most entirely ignorant of its condition.—
With a view, therefore, of correcting, in
a measure, this evil, we propose the pub
lication of a Journal exclusively devoted
to the improvement of Medical Science—
to an analysis, and review of all works of
merit—to original essays and cases, and
to the. translation of all foreign matter
which may be deemed important and in
teresting—thus rendering our work a
useful eclectic of every thing calculated
to elevate the profession, or interest its
votaries.
The Southern 3lcdical Journal and Re
view shall be published quarterly. It
will be divided into three departments:
the first will contain original articles and
cases, and such piece* as may be transla
ted or selected from other works, and the
unpublished lectures of one of our most
distinguished Lecturers —the second to
original reviews, and a critical analysis
of works of merit—the third to a brief no
tice of such matter as is not deemed of
sufficient interest for full publication—-to
a quarterly Periscope, exhibiting a sketcli
ofthe most important improvements in
the different departments of 3lcdicine, in
all parts ofthe world; and to a list of new
publications, and such other miscella
neous intelligence ns may he considered
