NOTES.
1. The Postmaster General reserves
the right to expedite the mails, and to al
ter the times of their arrival and depar
ture, at any time during the continuance
of the contract, by giving an adequate
compensation, never exceeding a prorata
allowance, for any extra expense which
such alteration may require.
2. Seven minutes shall be allowed for
opening and closing the mail at each of
fice, when no particular time shall be
specified.
3. For every ten minutes delay in ar
riving at any paint after the time pre
scribed in any contract, the contractor
shall forfeit five dollars. If the de
lay shall continue beyond the time for
the departure of any pending mail, the for
feiture shall be equal to twice the amount
allowed for carrying the mail one trip.—
If it he made to appear (hat the delay
was occasioned by unavoidable accident,
of which the Postmaster General shall
be (bo judge, the forfeiture may bo reduc
ed to the amount of pay for a trip; but in
1 no ease can that it mount be remitted.—
The forfeitures are otherwise uncondi
tional, and will in all cases be enforced.
I 4. Per sons who make proposals w ill
state their prices by the year; payments
to be made quarterly, in the months of
May, August, November, nnd February,
one month after the expiration of each
quarter.
5. None but a free while person shall
been ployed to carry the mail.
6. Proposals should state whether the
i person proposes to carry the mail in a
i stage or otherwise.
7. If the person offering proposals
wishes the privilege ofcarrying newspa
pers out oftlm mail, he must slate in his
i bill, otherwise, lie canuot enjoy that pri
vilege.

| 10. The distances, ns stated, are bc
' lievi-d to be substantially correct; but if
t any mistakes have occurred in relation
to them, no increase of compensation

11. The Postmaster General reserves
the right of annulling tiny contract when
ever repeated failures to arrive within the
’ contract lime shall occur, or whenever
' one failure shall happen amounting to the
( loss ot a trip.
12. In every ease where the mail is
transported in stages, ami the present
contractor shall b<‘ underbid, and t he un
derbidder shall not have such stage pro
perly as may be necessary lor the per
isiriaanec of the contract, he shall pur-
I chase from the present contractor, nt a
mtsonahle valuation, the w hole, or any
part of the stage properly, including
horses that may he suitable For the ser
vice, and make payment for the same hy
reasonable instalments, as his pay shall
become tine, or us may be otherwise nr
ranged. (Should they not agree as to the
suitableness of the property, its value, the
terms of payment, and, its security, each
may choose a person, who may appoint
an umpire, ond their decision shall he ti
mil; or ii’the underbidder declines to do
this, the Postmaster General will inline’
the umpire. This will be made a comli
, tion of any hid under that of a present
contractor; and should the underbidder
fail to comply, his hid will he offered to
the present contractor; hut should lie de
cline it, the proposal of the underbidder
will he accepted unconditionally.
13. No bid shall bo withdrawn after
’ (he time for receiving it has expired; and
should any person refuse to lake a con
tract at his bid, he shall forfeit all other
contracts that he may have with the De
partment, and be hold responsibje for all
damages that may result from his failure
to comply.
11. No contract can ho transferred
without the approbation of the Postmas
ter General; and the assignment of n con
tract without his consent, shall forfeit it.
This rule will never be departed from,
15. If a contractor or his agent shall
violate the Post Office law, or shall trans
mit commercial intelligence by express
more rapidly than the mail, his contract
shall he forfeited.
16. The Postmaster General reserves
the right of curtailing of discontinuing
any route, w hen in his opinion, the pub
lic interest shall require it; und in such
eases the contract slmll cense so fur ns
relates to the part curtailed, or to the
whole, if discontinued —an allowance of
t one month’s extra pay being made the
contractor.
17. All contracts for routes embraced
, in this advertisement shall commence on
