A Proclamation WHEREAS in and by an aft passed the nth of February, 1799, entitled “an aft to regulate the general cleftions in this state, & to appoint the time of the meet ing of the General Assembly,” it is among other things declared, “ that all writs of e leftions to fill vacancies that may happen, for members of the General Assembly ot this state, or House of Representatives of the U nited States, (hall be direfted to the Jufticos of the Inferior Courts ot the refpeftive coun ties, who arc required to give pubic notice thereof, and caufc the fame to be held in manner and form as herein before pointed out, agieeably to such writ.” And whereas, a vacancy hath happen ed in the House of Representatives of the U. nitccl States, by reason of the resignation of Thomas Spalding, who was elefted to serve as a member therein, for this state, until the fourth day of March next, I have therefore thought proper to ifiiie this my proclamation, hereby notifying, direfting, Sc ordering the Justices of the Interior courts of the refpeftive Counties in this state, to confider the fame as a general writ ol cleftion, for filling the afortfaid vacancy ; And Ido hereby charge and require the Justices to give due notice, that an eleftion will be held in the refpeftive counties, on Monday the firft day ct December next.
