I PROCLAMATION
Os the Emperor,
Imperial Head-Quarters at Po/ett t Znd of
December f 1806.
Soldiers !
It is this day a year, even at this very
hour, that you were on the memorable fiel'
of Auderlitz. The Ruffian battalions frigl
tened, flying in disorder or surrounded, gav
up their arms to their conquerors. The nex
day they spoke words of peace, but the;
were deceitful. Scarcely escaped by the cf
fed of, perhaps, a condemnable generofiti
from the disasters of the third coalition, the
contrived a fourth. But the allay on who
taftics they founded their principal hopes
no more ; his strong places, his capita!
his magazines, his arsenals, zBo Hand
colours, 700 pieces of cannon, five gre.
places of war, are in our power. The (
der, the Wartha, the deserts of Poland, n
the bad weather, have not been able to ft<
you for a moment; you have braved al
surmounted all, every thing fled on your aj
proach.
It is in vain that the Ruffians wiflied tt
defend the capital of this illustrious and an.
dent Poland. The French £agle hovers o.
ver the Vistula—the brave and unfortunate
Poles, on feeing you, believe they fee
the legions of Sobieikt on return from their
memorable expedition.
Soldiers! We will not lay down our arms
until a general peace has affirmed and allured
the power of our allies, and has restored to
our commetce its liberty and colonics. We
have conquered on the Oder, Pondicherry*
and our eftablidiments in the Indies, the
Cape of Good Hope, and the Spanilh colo
nics. What gives a right to the Ruffians to
believe that they can balance the deflinies ?
Who gives them a right to overfet such just
designs f They, and eurfe/vet t are <we net
thefoldiers of Aufierlitx ?
NAPOLEON.
PARIS, December 6.
Meffdge from his Majefj the Emperor and
King , to the Senate •
** Senators,
“ We wilh, in the circumflanccs in which
the general affairs of Europe noware, to make
known to you and the nation, the princi
ples we have adopted as the rule of our poli
cy.
u Our extreme moderation ; after each of
our firft wars, has been the cause of the one
which has fuccceded them. It is thus that
we have had no flruggle against a fourth
coalition nine months after rhe 3d had been
dissolved, nine months after those (Lining
viftorics which Providence had granted us*
and which ought to have fccured a long re
pofs to the Continent.
“ But a great many cabinets of Europe
ans fooncr or later have been influenced by
England ; & without a folld peace with that
power, our people will be unable to enjoy the
benefits which are the firft aim of our labours
the only objeft of our life. Thus, not with
standing our triumphant filiation, we have
been flopped in our late negociations with
England, neither by the arrogance of her
language, nor by the facrifices which flic
wiflied to irapofe upon us. The island of
Malta, to which was attached, in a manner,
the honor of this war, and which, retained
by England in contempt of treaties, was the
principal cause of it, we had ceded j we had
contented that, to the poifeffion of Ceylon
and the Empire of the Mysore, England
fliould add that of the Cape of Good Hops.
“ But all our efforts must have mifeanied
when the councils of our enemies ceased to
be animated with the noble ambition of re
conciling the good of the world with the
preftnt prosperity of their own country, and
with a lading prosperity i and no prosperity
can be lading for England as long as it is
founded upon an exaggerated a unjust policy,
which would strip sixty millions of inhabi
tants, their neighbors, rich and brave, of
all trade and all navigation.
“ Immediately after the death of the
principal minider of England, it: was easy
tor us to perceive, that the continuation of
the negociations had no longer any other ob
jert but to cover the plots of this fourth coa
lition, difled in its birth.
“ In this new position, we have adopted
fer the invariable principle of our ccnduft to
evacuate nither Berlin nor Warsaw, nor the
provinces which the force of arms has made
to fall into our hands, before the general
peace be concluded, the Spanilh, Dutch and
French colonies redored ; before the founda
tion of the Ottoman power be (Lengthened,
and the absolute independence of that vast
empire, the fird interest of our people irre
vocably confccrated.
“ We have put the Britilh islands in a
date of blockade, and have ordered against
them dispositions repugnant to our heart.
It has been painful to u« to make the inter
ests of private persons depend upon the dis.
pote of king*, and to return, after so many
years of civilization, to the principles which
charafterife the barbarity of the firft ages
