the name of KILLIS BRUCE, about 19

old fellow, with a Wemifh in hi* right eye
—HARRY, about 35 years old, had on
a white hat, all of the mid ling fizc—“TOM ■

old, about the Cze of the above—JOHN,
about 23 ycara old, tall and Aim, marked

TO THE PUBLIC.
THE attention of my fellow Citizen*
having been arrelied (bmciimc past by a
quarrel between ftiajor Oliver Porter and
myfelf, founded on an allegation of his,
that I bad been acccffary to the propagation
of a report concerning him, which report,
he said, was not true ; but fabricated and
put in circulation to injure him in his elec
lion, viz. That he, the said Porter,while
a member of aflembly, at Louisville, at a
called fefiion, in of about the month of June,
1806, had propofol to fomc of the candidates
for the office of diftiift surveyor, that he
would support thptn with his iihereft, on

pointment, T documents are
now submitted to a candid and difimerefted
community, to enable them to judge of the
propriety, or impropriety of raaj. Porter's
cor.duft in denying this charge* and of the
degree of guilt 01 innocence attached to
such conduct; if the truth of it is thought
to be hereby fairly tftablifbcd.

In the month ot September last,, I was
called on by maj. Oliver Porter in Grecnef.
borough, faying he had heard thmgs he
could not believe- I told him if those things
were concerning me, he could soon know—
he said he had heard 1 was against him in
his clefticn —I tcid him not to depend on
heaifay j that he now had it from myfelf,
that I was again;! him, and if my informa
tion was correft. T would be so, if he was
my brother—he asked me v/hat it was—l
told him I had jjt from a gentleman of ref
pidlability, a candidate lor the furveyot’s

Mr. George Willis was my informer—
Mm. Porter said hs would not deny that
he and Wiiiis bad a convcrlation. Something,
about lurveyora—and if it was the case, had
he defrauded the Rate in so doing ? I told
him it was nut a charge of mine against
him—Well, had he been guilty of a breach
ot itis enth ? 1 told him that was belt known
to himfcll—the oath the members took be
fore admiilion to the feat was ** to vote on
all bills which came betbrp them, and so to
conduct as, may appear most condufive to the
interest and prosperity of the Hate”—that
if he thought himfclf dear in afting, or tak
ing a part, he was the bed judge ; but that
the charge 1 had against him was a breach of
goad f aith, as a Citizen, whom I had sup.
ported with and energy—that his ene
mies and mine would reproach me with this ;
they will fay “ there is your great friend
and honed: man Porter”—they will even
fay “ you fold your vote j” if this is the
case—that, indeed a parent ought to aft for
the interest of his children, and if his (on
was qualified for tj>e appointment, let him
be put up a candidate and supported, but to
fay who will give me so and so, was too
low and little... that he (maj. Porter) was
in circoroftanccs not only ealy but affluent,
aqd was therefore completely without an
apology for such conduft—to all which he
replied he would pot take such an advantage

vet fation took place between maj. Porter
• and myfelf last September, at the court in ■
Greenefljorough.
JOSHUA HAUGHTON, jun.
GEORGIA, Greene county, June to 1807.
Sometime previous to September last, I
was at major Haughton's, and alkcd him
his reasons for being opposed to maj. O,
Porter in his eleftion, knowing he had been
his friend in former eleftions—his reply
was, that he had afted very improperly,
as he was credibly informed by Mr, George
D, Willis, who was a candidate for one of
the diftrkl surveyors-—that said Porter had
fold his vote-—that he had made proposals
to him to get his son in with him as a (barer,
if he could be elected, to which proposal
the said Willis would not accede, declaring
that he would lofc the appointment firft-
I then replisd to maj. Houghton that I
would acquaint Mr. Porter of the reports
that were in circulation refpefting him,
which I did thefirft Opportunity, and which
he denied j faying they were not so— that
he wiflied to have some conversation with
Maj. Haughton, refpefting it, the firft op
portunity—-my reply was to maj. O. Porter,
that if any doubts (hould arise refpefting
what 1 had said, to call 00 me ; that I was
ready and willing to anfwcr for myfelf-*-

that at September court the said Potter and
Haughton had an interview • but I was
not called on by the parties. Not tnany
days alter maj. Haughton informed me that
m»j. Porter and he had a conversation ref
pefting what Mr, Willis had said of him—-
that he had nearly acknowledged the fame*
and said, maj. Haughton, I would not
take this advantage of you. For the con
versation maj. Haughton related to me, 1
refer you to the above certificate. I have
examined it, and believe it to be the fame
in sum and fubflance.
On the third day of M iy, it being court
day, I was called on by maj. Haughton to
go with him and maj. Potter ; and flipping
alide, maj. Haughton* there is a contrariety
of sentiment between us* and afleed him,
(maj. Porter) if he recollected a conversation
with him lali September court j he replied*
yea.—well* will you be so good as to repeat
it; to 4 which an attempt was made without
uccefs. Major Haughton then Attempted
to relate the conversation-.-Major Porter
said that he altogether denied what Mr;
W’illis had said, and also the conversation
maj, Haughton related, on which a qua rrel
enfu^l; (the lit being paflVd On both sides)
and ended in a blow given by Porter.

GEORGIA, Wilkti County,
Ida certify that at a called feflion to
make diflributiqn of the late purchste of
land, I held myfelf a candidate for one of
the dittriCt surveyors of faid&quircment-.-
that oh the day before the surveyors were
to be appointed, maj. Oliver Porter came to
me, took me out of the State- house, and
made the following proportions id me, viz.

as an affiftant* provided 1 could be elected t
1 observed to him, as the law then was*
I could not be allowed an alfiflant* If 1 was
defied.—He then alked me if 1 would not
give one third.—f told him no, and at the
fame time observed to him* that the oath
itfelf would bind a man to perform the du
ties of his office in his own proper person..-
that agreeable to the oath 1 did nor. lee how
1 could get over it, foas to take an aififlant.
Major Porter then observed that the like
had been done, and would he again...l them
observed to him, that il other people did so,
that was no reason why 1 (horld-.-and that
one dollar a day was as much as 1 would
give any person—He then asked me if I
would nor give a third, if his son would
pay one third of the expence.-. I told him
no...that if 1 could not get an appointment
on other principles than those, I did not
want it.

GEORGIA, Greene County,
At the called feflion to make diflrihution
of the late purchase of land, i held myfelf
as a candidate for one of the did rift survey
ors of said acquirement—.that after being
at Louisville a few days* major O. Porter
and feme others of the members gave it me
as their opinion, that 1 could not be eltdled
...that I was too late in coming...that the
arrangements of thv- metohers were already
made up, &c.—.that he, the said Porter,
afleed me what part 1 would give his son, if
I was appointed surveyor to lay out the
diflrifls—that he would ufc his influence
with the Surveyor-general, who was au:ho
rifed by law to appoint the fame—that he
wished his son Watson Poner to have a part
of the profits of said appointment. R-fiec.
ting a moment that his son Anthony Porter
was then writing in the Surveyor general’s
office—that my not consenting to the propo
sition of the said Porter, and his having, in
all probability, fomc influence with the
Surveyor.gencral, I might lose the appoint
ment—ln confequcnce of which 1 contented
to them, and was appointed surveyor and
afled as such—and that Watson Porter, hi*
son, was with me teveraldays while survey
ing, and then left me—after that, he the
said Porter and myfelf having some convc--
fation, he informed me that maj. Reuben
D’Jarnctt* one of the then ailing furveyor**
was to give his son Anthony Porter* one
third part of the profits of his appointment.
