WHEREAS it is deiirable to adapt the
mature of the provision tor the redemption of
the public debt to the piefent ciicumftar.ces
of the United SU'cs, which can only be done
ijy a voluntary lubicriptron on the part of
the creditors. •
BE it enacted by the finale and HouJ'e of
Repri/tntatives sf the United States
oj America, in Ccngrcjs ajftmbled. That
a fubteripaon to the tail amount of the old
fix per cent, deterred & tloec percent, (locks
I*, and the lame is hereby proposed ; for
wftich porpoic books (hall be opened at the

of July next, to continue open until the 17 th

Sec. z. And be it further enafted, That
for the whole or any part of any sum which
(hall thus be fuufctiDed, in old fix per cent,
or deferred dock, credits ihafi be entered to

or fabicribers (hail be entitled to a certifi
cate, or certificates, purporting that the U
uited States owe to the holder or holders

Sec. 3. And be it further endfted , That

Hock, credits {hall likewise be entered to the

equal to sixty five per centum of the amount

bearing an interest of fix per centum, per an

Sec. 4. And be it further enafted , That

be, and they are hereby authorized to ap
point an agent in London, and another in
Amsterdam, whose duty it lhall be to receive
fubferiptions and transfers, and to iffuc new (

tificates issued by the said agents, lhall bear
interest only from the firft day of the qaurter

proper credits may be entered on the books
of the trealury, and of the cumini(lionets of
loans, as the case may be, to the holders of
iuch new certificates. And the said agents,
before they enter upon the execution ot their
several offices, (bail, refpeftively, take an
oath or affirmation (or the diligent ard faith
ful execution of their trull, and (hall also be
come bound with one or more furctics to the

ing fund, or of the fccrctary of the treasury,
in the penal fiun of twenty thousand dollars,
with condition for their good behaviour in
their said offices.
Sec. j". And he it further enatted , That
the holders of old fix per cent, deferred, or
three per ctm. liock, who may become fub
feribers as afoicfaid, either in the United
States, or in Europe, and w'ho, on the fiift
day of July next, and also cn the day of the
fubfeription, (hall be resident in Europe,
may, at their opinion, which must be made
at the time of firbferibirg, receive the intc
reft accruing on the (lock created by virtue
ot the preceding fictions of this aft, either
in the United Slates, as other creditors, or
at London or Amfteidam} that is .to fay,
the flock-holdeis redding, at the times a.
bovementroned, in the dominions of Great.
Britain in Europe, at London, and at the
rate of four drillings and fix pence fleriing,
for each dollar ; and the (tock-holders reti.
ding, at the times abovementioned, in any
other part of Europe, at Arnflcrdam, and at
the rate of two guilders and a half guilder,
current money ot Holland, for each dollar ;

tion (hall be expressed in the new' certificates
to be issued, and the credit or credits, to be
given to the proprietors thereof, (hall be en
tered, and (hall hereafter be transferable on

however, That the interest thus payable in
London and Amsterdam, (hall not be payable
until the expiration of fix calendar months
frem the day on which the fame would be
payable in the United States, and (hall be
fubjeft to a deduction of one halt ot one per
cent, on the amount payable* for commissi

provided al/o, That every proprietor of such
ftoeft may, on farrcndcring his certificate,
receive another to the fame amount, the in
terelt whereof (hall be payable qaaner-year
ly in the United States, in the tame manner
as that accruing on the flock held by persons

Sec. 6. And be it further enaSied, That
the fame funds which heretofore have been,
and now are, pledged, by law, for the pay
ment of the interest, and tor the redemption
or reimbursement of the flock w hich may be
subscribed by viitue of'the provisions of this
aft, (hall remain pledged fur the payment of
interest accruing on the (luck created by rca.

tion or reimbursement of the principal of the
fame* 1c (hall be the duty of the commifli
oners of the finking tund to cause to be ap
plied, and paid out of the said fund, yearly,
and every year, such firm, and firms, as may
be annually wanted to difeharge the annual
interest and charges occruing on the ftcck,
which may be created by virtue of this aft*
The laid commiflioncrs are hereby authorifed
to apply from time to time, such firm and
firms, out of the said fund, as they may think
proper, towards redeeming by purchafc dr
by reimbursement, in conformity with the
provisions of this aft, the principal of the
laid flock. And the annual sum of eight
millions cf dollars, veiled by law in thefaid
commissioners, (hall be, and continue appro
priated to the payment of interest and re
demption of ihc public debt, until .the whole
of the flock which may be created by the
preceding feftions of this aft, (hall have been
rcdwßica or reimbursed.
Sec. 7. And be it further enacted , That
there (hall be allowed to each of the agents
to be appointed by Virtue of this aft, in ad
duiort to the necessary expenses incurred by
them, for printing, ttationary and postage,
a Turn of three thousand dollars, as full com.
penfation for their fcrvices. The said agents
arid the commissioners of loans, (ball also be
allowed such additional sum as may be actu
ally and neccftarily expanded for the clerk
hire requisite for carrying this aft into ef
fect. And for defraying the said compensa
tion and allowances, and such contingent
charges as may be incurred for carrying this
aft into effect, a sum not exceeding flatten
thousand dollars, to be paid out pi any mo
niesin the treasury, not oiherwifc appropri
ated, is liereby appropriated.
Sec, 8. And be it further enatted. That
whensoever notice of reimbursement (hall be
given, as preferred by tbs fccond and third
feftions of this aft, the certificates intended
I to beteimburfed, (hall be designated therein.
In every reimbursement the preference thall
be given to such hoidess of certificates, as
previously to the said notice, (halt have no

case the applications (hall exceed the amount

Sec. 10. And be it further enafiedy That
nothing in this aft contained, (hall be con
llrued, in any wife, to alter, abridge, or im
pair, the rights of these creditors of the U
nited States, who (hall not (übferibe to the
loan created by virtue of this aft.

NOTICE is hereby given, that in con
formity with the ptovifiuns of the ad fupple

cepted, for the purpefe of receiving fubferip
tions for such parts of old fix per cent, defer
red fix per cent, and three per cent, flocks,
as, may* on the day of fubfeription, (land
oh the bocks of the said commissioner of
loans.
Those proprietors of the old fix per cent,
and deferred Itccks, who may (übferibe,
will receive in lieu thereof a new fix per cent,
flock, equal to the unredeemed amount of
the flock ftirrendered, redeemable at the plea
lure of the United States, under a proviso,
however, that no reimbursement (hall be
made except for the whole amount of any
such new certificate of flock, nor till alter
fix months previous notice : and the ptopri
-1 eiors of the three per cent, flock who may
fubferibe, will receive in lieu thereof, a fix
per cent, flock, equal to sixty five percent,
of the amount of three per cent, futrendcrcd,
redeemable in the fame manner as the new
fix per cent, abovementioned but not reim
bursable, however, without theaffentofthe
holders, until after the whole of the new fix
per cent, (given in exchange for old fix or !
deterred as abovementioned) as well as the
whole of the eight per cent, flock of the U
nited States, (hall have been reimbursed. It
is also provided, that in every reimbursement
which may take place, a preference will be
given to those creditors who may notify their

payment ihall, so far as may be neccflary,
be determined by lot.
The piefent llock-holdcrs who refidc in a
ny part of Europe, and may assent to that
modification, may, at their option, receive
the interest accruing on the new flock, ei
ther in the United States as heretofore, or in
London or Amftcrdam, at par; in which
lad case, the intercß will be paid there by
the bankers of the United States, fix months
subsequent to the day on which the fame
would be payable in the United States and
fubjeft to no variation j nor to any other
deduftion than a commilfion to the bankers,
