whereon the laid Southworth Harlow now
lives, known in the plan of said town by

THAT separate Proposals will be re
ceived at the cffice of the Secretary for
the Department of war, until 12 o’clock
at noon of Saturday, the last day of De
cember next, for the supply of all rations
that may be required for the use of the
United States from the first day of June,
1815, inclusive,, to the Ist day of June,
1816, within the states, territories and
districts following viz.

A ration to consist of one pound and
one quarter of beef, or three of
a pound of salted pork, eighteen ounces
of bread or flour, one gill of rum, whis
key or brandy, and at the rate of two
quarts of salt, four quarts of vinegar, four
pounds of soap, one pound and a half of
candles, to every hundred rations. The
price of the several component parts of
the ration shall be specified, but the U.
States reserve the right of making .such
alterations in the price of the component
parts of the ration,, aforesaid as shall
make the price of each part thereof bear
a just proportion to the proposed price
of the whole ration. The rations are to
be furnished in such quantities, that there
shall several times,-during the term of the
propsed contract, be sufficient for the con.
sumption of the troops for six months in
advance, of good and wholesome provi
sioos if the same shall be required. It is
also to be permitted to all and every of the
commandants of fortified places or posts,
to Call for, at seasons when the same can
be transported, or at *ny time in case of
urgency, such supplies of like provisions
in advance* as in the discretion of the
commander *shaU be deemed proper.
It is understood that the contractor is
to be at the expense and risk of issuing
the supplies to the troops, and that all
losses sustained by the depredations of
the enemy, or by means of the troops of
the United States, shall be paid by the
United States, at the price of the articles
captured or destroyed as aforesaid, on
the depsition eftwo or more persons of
creditable character*, and the certificate
of a commissioned officer, stating the cir
cumstance of the loss, and the amonnt
ot the articles lor vrtiich compensation
shall be claimed.
The privilege is reserved to the United
States of requiring that none of the sup
plies, which may be furnished under any
of the proposed contracts, shall be issued
until the supplies which have been, or
may be furnished under the contract now
in force have been consumed.

1. The Post-Master.General may ex
pedite the mails and alter the times of ar
rival and departure at any time during the
continuance of the contract, by previous
ly stipulating an adequate compensation
for any extra expense that may be occa
sioned thereby.
2. Fifteen minutes shall be allowed for
opening and closing the mail, at ail offices
where no particular time is specified.
3. For every thirty minutes delay (un
avoidable accidents excepted) in arriving
after the times prescribed in any contract
the contractor shall forfeit one dollar, &.
if the delay continue until the departure
of any depending mail, whereby the mails
destined for such depending mail, lose a
trip, a forfiture of double the amount al
1 lowed for carrying the mail one uip shall
be incurred, unless it shall be made to ap
f pear that the delay was occasioned by un
avoidable accident; in which case the a
-1 mount of pay for the trip, will, in all ca
ses, be forfeited and retained. 1
4. Persons making progpsals are desi
