Delinquent subscribers ami adver. tiring customersare informed that we will : "ct more call upon them for settlement.— Dor ««•«</ capital is not of sufficient mag' , nitude to enable tis to furnish them gra - ' Hiti'uth, with our time, labor, & expense; , tnd, even were wc enabled to do so. , there are very few, we hope, who would have the conscience to exact it from us. | frieding upon this Indifferent and unin- , ' tnesting view °f our situation, we can only „y .very re* pectjully, that if this lost appeal ' j, disregarded, we must h , v gjrow ourselves under the protection of I AJobn Doe and Richard Itoe.” , editors chronicle. , CongTesaioiaaV j The contest for Speaker ot the House , <jf Representatives, was of the most am- ■ > gated and pertinacious character—Twen ty-two ballots were had before a choice ♦ere made. We consider however, with the National Intelligencer, that the re- Suit is by no means indicative either of , ' length or hostility of partias. ] The Preaident’s Message is such a doc. - ■ ] ument as a free people would expect j from an enlightened Chief Magistrate.- . » ably and lucidly developed as far as , * possible, the situation , and resources of . the Republic; exhibiting a picture of na ‘ tlonal prosperity land happiness, upon j which the patriot cau dwell with aatis. The de. « liberations of the government of Spam ’ on this subject, it will be seen, had not been received by our government; but . was daily expected, it is highly proba- | ble however, from the sanguine and con fident manner in which our Minister has - expressed himself, that our affairs with Spain will be honorably and profitably ad justed before the termination of the pre sent session of Congress. FROM OUR CORRESPONDENT. “Milledgeville, November 24. Mr; Upson's resolutions were now i n order to he heard; but in consequence of the unfortunate death of Mr. bpaxwxo, which has just been announced, the House will adjourn until to-morrow; at which • time, I preaume, they will be taken up. Enclosed you have a copy of the Gover nor’s Communication, in conformity to a •, fesoiunv- originating iu the House, touching the state and condition of our Banks. , v Executive Defabtueht, Gxonota. Milledgeville, 22d November, 1820. To the Non, the Senate and House of Rep resentatives, In reply to your resolution of the 18th inst: requesting information to be hud be fore the General Assembly, touching the state and condition of the Banks of the State of Georgia, I have the honor of stat ing, that there are no Documents in this of fice affording the information requested. Such facts, however, us. may be in my possession, in regard to the subject of your Resolution, I deem it not improper to' 1 communicate. ' i Since the adjournment of the last Le gislature, proceedings have occurred be tween the Branch of the United States’ Bank at Savannah, and the local Banks of j that city, which have resulted'in the inju ry and embarrassment of the latter. The | measures of the former institutions seem , to have been taken with a view to univer- ( •al monopoly; and to have been prosecu- j tC with a singular hostility ugaiuut state corporations. According to the locality ami present organisation of both, we have found out selves in an unequal contest. it appears that the United States* Branch, by its connexion with the Treas ury ot the Union, becomes the depository ot urge sums of revenue collected at the port of Savannah, and of funds deriv- 1 eu from the sales of western lands. In ! addition to this, specie payments are not demandabie except at the principal Bank ' *c Philadelphia:—with these advantages, o United titates* Bank, through the me mm of her Branches, has practised to wards us a course of conduct, if not ir h ’ i“ l l e . ilSt °PP reSj uve and palpably i 1 I his conduct bus consisted, not only , n heavy aml repealed demands o specie payments, but also of daily set- < •einuits;—-some of these demands are > understood to have been met, and others ' a-Uyed, or totally resisted. The State I hi* V* t ' lown a considerable time to | ,j u declined Discounting, and 'o have i emanded reductions upon its out aland- ' ■?, ‘kkts. To facilitate these enquiries, and to afford further protection against the encroachments of the Bank of the United States, I have taken the liberty of sugges ting the propriety of removal of the Da rien Bank to the seat of Government. If the like arrangements were extended to the Slate Bank, 1 should have no doubt ofthe greater propriety of such a moas urc—Branches might he retained at Sa vannah and Darien, sufficient for all the individual anil convenient purposes of the citizens of those nlaces. The UaiiK »f Augusta is understood to have oeen exempt from any interference on the part of the Bank of the United States; nnd its concerns are prosperous. The Bank of Darien, howaver, has been called on for specie payments to a large amount—Some of these calls have been met, and in regard to others, delay has been applied for. The Bank has, never theless, continued ns discounts, and now supplies a large portion of the circulating medium es the state. These statements and suggestions are considered as fit subjects of reference to the Legislature, that efficient measures mav be taken, if considered necessary, ter the security and protection of the corporation to which they relate- Signed, JOHN CLARK. Extract of a letter from Port-au-Prince, 1 7th Oetober, ‘‘The city is again quiet, the troops are all in the north with the President Boyer at tjieir head—every place he has appear ed before, ha# surrendered, and he is pushing on for the the Cape, where the people are said only to wait his arrival to cut off the heads of the royal family.— The Secretary sends you the enclosed proclamation for publication.
