sulting, from the causes, that will be most
laithlully, correctly, truly, and justly,
detailed to you, and to the world, in the
correspondence, that will be published,
between myself, and my partner William
Scarbrough, sen, and ins son, William
Seal brough, jim. now of Savannah, from

lid that you will net deem it presumtuous,
malicious or incorrect, that I should cams
the causes, that have produced them, to
appear in print. For although, it maybe
deemed presurnpnuus, for any iiulividual.
however eminent, and respectable, he may
have been, to suppose, lliat his misfor
tunes, reverses and afffotions, are, so deep
ly interesting, to the community, and to
the world, as to call on him, for their pub
lication. \et in tenderness, for the more
honorable, aim respectable portion, of
human nature, it is but reasonable, to
suppose, and to hope, ibat Utey never
cease, to take a lively interest, in what
is right and what is wrong; or in what ; s
virtuous, or, in what is vicious, as tluy
relate, to the conduct, and deportment of
men, as, on these, most undeniably mts,
the happiness, the harmony, the order,
safety and seciuity of human affairs. It
ever liaa been, and I presume it for ev
er will, be, a privillege, claimed by the
unfortunate, to complain, when injured.
And, if the privillege, was ever claimed,
and indulged in, with justice, and pro
priety, I trust,, \hat it will, be deemed su,
, on the present occasion. To plead, as I
have done, for f. rty years, for some re
dress, for some compensation, for the
overthrow, derangement, and final d«s
truction, of a concern that was once, the
most opulent, eminent, distinguished, ai d
respectable, lli-il ever was in South Ga;o
lina. And to fail tliciin, as I have done,
from fraud, treachery and collision, be
■ comes, a matter, for the candid, full, and
impartial investigation, of the just, the
• impartial, the correct; and upright, oftne
world. And to those of that description;
and most particularly, to those ol my sis
ter state of Georgia it is, that 1 most res
pectfully pray leave to make my appeal.
After the toils of so many yeais, and a
file all but exhausted, in efforts, to leave
a character, fair, honorable, upright, and
unimpeaclied,it may naturally be coasi
dereu, as a source, of great solace, and
happiness, to the inisfurtunate man, to
be able; to bring under the impartial ex
amination, and investigation of eminent
men, the interesting, and leading causes,
. that have Operated so fatally, to a con
■ cern, one, so eminent, opulent, distin
guished, and respectable. It is die pe
culiar solace, of the unfortunate surviving
copartner, in the present case, that he
can make these details, of the origin, rise,
progress and final close, ol this concern,
to the eminent, citizens of his sister stale
ol Georgia, on whom, he is forced, by cir
cumstances the most awful, and imperi
ous, that ever menaced the existence, of
a highly respectable family. Under the
sanction, ol as honorable testimonials, as
were ever give to man. Given by hum
merabic citizens, of the greatest eminence,
and distinction, in our conntrt under
whose eyes; and to whose knowledge, al
most all the details, that will appear, have
past. From, these, it will be seen, that
myself, and family, are covered from the
circumstances, that will be detailed, and
can no longer be concealed, to appeal,
to their last property, which is entirely
within the slate of Georgia, for a support,
until they can obtain, some redress, for
their losses, and frauds, that they have
sustained, and now are laboring under

and have offered for sale in Georgia, is
legally, fairly, and justly their properly,
and to prove this, to the perfect satisfac
tion of the citizens of Georgia, anff of tiie

WHERE AS the practice nf permitting
horses to run at luge in the City
of Augusta, is attended with much danger
to the inhabitants there! f-
Jit it ordained, by the City Council of
Augusta, that from and after the passage
of this Ordinance itshall ami may be law
ful, and it is berth) made the duly of the
Police Officers to take into his or their
possession any horse, mare, gelding, mult
or ass found running at large w ithin (he
corporate limits of tliis ciiy, and confine
such animal so taken up in such place as
may De selected by the city Marshall, and
it shall be the duly of said Marshall to ad
venue the sale of the animal or animals
so taken up at the market house and in
one of the public gazettes at least ten
days previous to the sale, tak ng care U>
give a particular description of the same
in the said advertisement.
And be it further ordained, that if any
such horse, mure, gelding, mule or ass
shall belong to any person or pci sobs re
siding'.vithm the corporate limits fi he
■ City, he, she or they shall he entitled to
the possession of the Same mi due proof of
property at any time previous to the sale,
on paying one dollar to Hie marshall fir
cadi ami every animal so taken up for the
use of the officer (having taken up the
same) and ad costs ami sixpences for ad
vertising, keeping, 6tc. and moreover pay
a fine of two dollars for each ami every
horse, mare, gelding, mule or ass, and in
ull cases where itshall appear by prool
that the animal or animals so taken up is
the right and property of a person or per
sons residing without the corporate limits
of the city, then and in that case it shall be
the duty of the city marshall to deliver up
the same on receiving the amount of costs
and expencts for advertising and keep
ing.
And be it further ordained, that it shall

ers of any horse, marc, gelding, mule or
ass, where the same may have been sold
at any time within six months after such
sale on due proof of properly to be made
before the City Council to claim k demand

ing the most satisfactory evidence of liu
possessing tbe art, in its highest perfec
lion, as the inspection of the specimens
of the pupils of his Academy, have most
amply, and satisfactorily proved.—Au
thorised from the trials made, and the
specimens that have been submitted to
universal inspection; To say; that he will
guarantee mid engage to instruct any at
tentive young Lady or Gentleman, of al
most any age, from five years, to write
an elegant, beautiful and corret band, in
eighteen days.
And this lias determined him, to an
nourtce it, as Ids intention, to the respect
able families of this community, and to
those of the sister state ot Georgia, tVal
from the present day, he will pursue it,
as a proftsiioj. And holding himself
bound, by the ties of gratitude; and res
pect, to make his first tender of services,
as a Writing Master, to the respectable
inhabitants of Hus community; and to
those of the sister state of Georgia—
He therefore solicits, the kind patronage
of the beneficent of both slated, and the
which, should it be their pleasure to af
ford to him, He, will use, the greatest
exertions in his power, to make present,

young ladies of both states, leaving them
in full possession of the most important,
useful, and to them, moit interesting art
