IN issuing proposals for the Wooir ai>
lliaiAt.i), the proprietors disregarding
| those appettls usually made to the kindly
ami patriot ic feelings of the Public, deem
it barely necessary to state the political
principles which shall guide ils course.
The excitement which has spread
throughout (he wholes Wont hern country,
in consetpineo of the unrighteous Tarilf
oI‘IS2B, has created a marked difi'erencc
in the political sentiments of the citizens
of the (South, ns touching (lie powers of
flic General Government—which ditler
cnee, it is our candid belief will in u
great measure be removed, by laying be
fore them, in ns clear mid intelligible
form as possible, the principles and cor
rect policy of our entirely new and expe
rimental government. The course we
think has not hern pursued in us direct a
line, ns might have been wished. The
disputes of parlies have usurped 100
largely (he columns of the few orthodox
papers in oureounlry, to allow it candid,
sober and dispassionate, investigation of
our national policy—and, of the delicate
relations which exist—and which were
intended by the framers ofllte United
(States Constitution to exist,—ln tween
the several States and the Federal Gov
ernment. We would not indeed by the
expression of Ibis opinion, bo supposed
to accuse those prints of dereliction of
duty, but merely to state a fact, which
must he apparent to the Editors them
selves oft hose papers.
To present, therefore, to the public, n
sheet upon which shall be inscribed the
rin.T vitiNt'ii’i.KS of the Constitution—to
explain the object and aim of our Federal
Union, and the only means by which it
may, til this imminent crisis, he “saved
at its last gasp,” and forever niter perpet
uated—and to maintain and defend the
reserved rights, powers and privileges
i,J (Jie States, as severally independent
and sovereign in regard to the said
rights, powers and privileges—is (he
purjmse of the publication of the II) k-
ALI>.
The proprietors bind themselves to
(lie support of no individuals for (he
Presidency of these I ailed (States. We
hold reserved to ourselves the right o)'
commenting upon the public acts of pub
lic men, whether for approbation or re
proof—-esteeming ft Ibc highest and most
j sacred duty and privilege of the Press, to
j descant upon the .nets and proceedings,
whether of one official personage, or of a
constituted body, freely, fearlessly and
untrnnnneled by pledges. Men are placed ,
in office to transact the business of the
People, and a watchful eye should he
kept over them. No man Inis yet Itceit ,
(blind, so unbiassed by bis own interest,
nsto give himself up wholly to the per
formance of public duties, solely for tlicj ■
public good—none so pure, as to induce |
ids constituents to confide to him their
interest and welfare, blindly, and with-1]
out it stated and periodical revisnl of Ids ,
nets. For these reasons, no promises (
arc made, no pledges given, to inconsid
erately reprehend (he course and con
duct of this one public functionary—cr
to blindly applaud the sentiments and
(k ids of that other mink-lcr ol the pco- ‘
