doted the country. Col. T. can rest Ilia claims
to tlie distinction wo propose to confer on him,
upon intrinsic merits of his own. To sum u;i
some of which -in a few words, he is a scholar
(in proof of which we see that the Governor,
President of the Senate, and Speaker of the
House ofßepresontatives, with the Senates Aca
dimicus, have appointed him one of the Boaid
of Visitors at the annual commencement of our
University)—has served his native county hon
orably, ably, and efficiently, in the State Legis
iature —is a jurist of high promise —a trustwor
thy and constant friend, (a rare virtue in these
degenerate limes,) —one who despises the low
cunning and trick that is so often resorted tr> by
unworthy and ambitious demagogues, to foist
themselves into office and power—bears himself
nobly to all, but crouches to none—and adds to
unti ing zeal, a determined, purity of purpose.
In a wo d, “Ac is 'honest, he is capable" —and is
the individual, taking all things into account,
that will best suit the views, and concentrate the
votes, of the
UP-COUNTRY.

The Senate was, yesterday, occupied until six
o’clock with the discussion of various proposi
tions to amend and refer Mr. Clay’s resolution
for a new tariff; and the whole subject was final
f ly disposed of, by refe . iug it to the Committee
on Manufactures. Mr. Wilkins, after a few re
ma ks, submitted the following amendment, to
strike out all after the word so thwith,” and in
sert the following : “so far i educed or altogeth
er abolished, as to bring down (lie amount oflhe
] üblie revenue to a sum sufficient to defray the
ordinary expenditures of the Go« eminent, after
the payment of the national debt, as , reposed in
tlie late oaoit oflhe Secretary of the Treasury,
and without a view to a surplus revenue for dis
tiibu lion;having such regard, as they may deem
expedient, to such an ultimate equalization of
duties as will render them efficient fur the pur
pose of their imposition.”
Mr. Forsyth "moved to instruct the Com
mittee also to take into consideration the amend
ment offered by Mr. II tyite, and rejected a few
days since: and Mr. Poindexter moved to in
struct the committee to take into consideration a
resolution, offered by him on the ibid December
last, on the subject of a reduction oflhe revenue.
Mr. Hendricks having accepted these modifica
tions of liis motion, Mr. Bilffi then moved further
to instruct the committee to take into considera
tion the expediency of reducing the trice of the
public lands; and Mr. Robinson submitted, as
an addition to Mr. Bibb's motion, farther to in
struct the committee to lake into consideration
the expediency oftransferr ng them tothe Stales
in which they lie, on reasonable terms. Both
these propositions were accepted by Mr. Ilen
diicks as modifica ions of his motion, and
the whole subject, Mr. (day’s resolution, Mr.
Hayne’s proposition, Mr. Wilkins’ amendment,
Mr. Poindexter’s resolution of the SWd Decem
ber, and Mr. llibb's motion respecting tlie reduc
tion of tlie price oflhe public lands, were refer
red to the Committee on Manufactures, with
instructions to consider and report thereon.
