The excitement which has sprea*.
throughout the whole Southern country,
in consequnce of tiie unrighteous 1 anti

in the political sentiments ol the citizens
of tlie South, as touching the powers ol

ence, it is our candid belief, will m a
great niensurebo removed, by laying be
fore them, in as clear and intelligible
form as possible, the principles mid cor
rect policy of our entirely new and expe
rimental government. The course we
think lias not been pursued in as direct o
line, as might have been wished. The
disputes of parlies have usurped too
largely the columns of the lew orthodox
papers in our country, to allow a candid,
sober and dispassionate investigation ol
our national policy—and, ofthe delicate
relations which exist—and which were
intended by the framers of the United
States Constitution to exist—between
the several States and the Federal Gov
ernment. We would not indeed by flic
expression ol this opinion, be supposed
to accuse those prints of dereliction of
duty, bat merely to slate a fact, which
mast be apparent to tlie Editors them
selves of those papers.
To present, therefore, to the public, a
sheet upon which shall be inscribed the
true rr.iNcin.Ks of the Constitution—to
explain the object and aim of our Federal
Union, and the only means by which it
may, at this imminent crisis, be “saved
at its last gasp,” and forever after perpet
uated—and to maintain and defend the
reserved rights, powers and privileges
of the States, as severally independent
and sovereign in regard to the said
rights, powers and privileges—is the
purpose ofthe publication of tlie lleu-

The proprietors bind themselves to
the support of no individuals for the
Fresidency of these United States. We
hold reserved to ourselves the right of
commenting upon the public acts of pub
lic men, whether for approbation or re
proof—esteeming it the highest and most
sacred duty and privilege of the Press, to
descant upon the acts and proceedings,
whether of one official personage, or of a
constituted body, freely, fearlessly and
untrammeled by pledges. Men are placed
in office to transact the business ofthe
People, and a watchful eye should he
kept over them. No man has yet been
found, so unbiassed by bis own interest,
as to give himself up wholly to the per
formance of public duties, solely for tlie
public good—none so pare, us to induce
bis constituents to confide to him their
interest and welfare, blindly, and with
out a stated and periodical revisal of bis
acts. For those reasons, no promises
are made, no pledges given, to inconsid
erately reprehend the course and con
duct of this one public functionary—or
to blindly applaud the sentiments and
deeds of that other minister of the peo
ple.
