those appeals usually made to the kindly
and patriotic feelings of the Public, deem
it barely necessary to state the political
principles which shall guide its course.
The excitement which lias spread
throughout the whole ."Southern country,
in consequnee of the unrighteous Taril!'
of IS2S. has created a marked difference
in the political sentiments of the citizens
of the (South, as touching the powers of
the General (Government—which differ
ence, it is our candid belief, will in a
great measure be removed, by laying be
fore them, in as clear*and intelligible
form as possible, the principles and cor
rect policy of our entirely now and expe
rimental government. The course wo
think has not been pursued in as direct a
lintt, as might have been wished. The
disputes of parties have usurped too
argely the columns of the few orthodox
papers in ourcountry, to allow a candid,
sober and dispassionate investigation o!
our national policy—and, of the delicate
i relations which exist —and which were
intended by the framers of the United
.Stales Constitution to exist—between
the several States and the Federal gov
ernment. We would not indeed by the
expression of Ibis opinion, he supposed
to accuse those prints of dereliction at
duty, but merely to state a fact, which
mast be apparent to the Uditors them
selves of those papers.
To present, therefore, to the public, a
| sheet upon which shall bo inscribed the

may, at this imminent crisis, he “saved
