dence,’ ‘ Color-Escort ’, ‘ Salutes,' • Funeral holl
ars,’ &c. Ate.—which would add about 50 or 60
pages to the other 107. The other part of the
work is taken tip with Light -Infantry, Cavalry,
and Artillery Tactics, which may be procured
with the entire work, hy the Volunteer cotnpa
niet devoted to either. The work is decidedly
the best One of the kind ever published, and we
earnestly rcSommcnJ it to the attention and con
sideration of the Legislature.
From the Sentinel of yesterday.
We call the attention of the people of Georgia
to Mr. Bond’s resolutions, as contained in the
correspondence of the Constitutionalist, republish
ed in our paper to-day. And we most earnestly
tall their attention to the comments of the senior
Editor of that paper upon those resolutions. Mr.
triiiou holds the doctrine that the abolitionists
have the light to petition Congress for the aboli
tion of slavery. Wo shall treasure this up' in
judgement against him and his party at a future
dajr, Wo intend to make this a question with
the people hereafter; in the mean time let it be
Marked down that Mr. Guieu holds the doctrine
that Congress has no right to refuse to receive
petitions for the abolition of slavery or any thing
else. —We have always believed this to ho the
doctrine of the leaders of that party —now we
have the evidence. Let them beware.
The Voters of this county, as well as the other
Bounties throughout the State, arc reminded that
there arc to bo elected live Justices of the Inferior
Court, for each county, on the first Monday in

A BANK FAILURE.
In. consequence of the recent failure of the
President of the Nan ant Bank, at Lynn, Mass,
there was a run on the institution last week, for
specie, end the result of which was, as we arc in
formed by our Boston correspondent, and also by
a gentleman, who left that city last Saturday, that
the bank, unable to meet its notes with specie
Was obliged to stop payment. —RickneWs Re

** Rhode Island. —Tho majority for the Van
Burcn electors, according to the Newport Mercu
ry, is 255. This state is thoroughly Whig, and
yet Van Burcn carried it. Had all the Whigs
gone to the polls, the 255 Van Huron majority
would have been converted into a VV hlg majority
of twice that amount.
•Vein Coin. —Bickncll’s Counterfeit Detector
of the 15th inst. says:—“We yesterday had an
opportunity of examining a specimen of the new
coin—fifty cent pieces—about to be issued from
the mint. The workmanship is in the highest
degree creditable to that accomplished artist, Mr.
fiobrecht. Indeed, we consider the specimen al
luded tp, equal in beauty and finish to any thing
of the kind on either side of tiro water.”
The receipts at tho National Theatre in New
Yerk, on Tuesday Evening, 15th inst. the occa
sion of Hamblin’s complimentary benefit, wore

week’s rates. The demand continues fair, par
ticularly for prime, in square bales; common

demand, which has been confined chiefly to man.

LATER FROM LIVERPOOL.
Extracts of Utters received in Charleston, dated
New Youk, Nov. 18.
To-day we have Liverpool accounts to the 15th
October, which must have the effect of seriously
affecting the prices of Cotton in the South; for
although the stpek of American Cotton was
then about 20,000 bales loss than at the same pe
riod in 1835, still such was the position of tho
money market, and the apprehension of a very
largo crop in America, which it was firmly be
haved would exceed J ;500,000 bales, that holders
in Liverpool wore very anxious to realize, and to
effect this, our friends write us that they have no
doubt that prices would be submitted to showing
}d decline.
Now York, Nov. 18.—By tho Xorth Ameri
ca, we have dates from Liverpool to tho I3lh
October, which represent the slate of tho money
market as very bad, and likely to alfcet the price
of every thing; and Cotton was expected to go
down. It had declined } a } cent within tho
last three days; and for Co’lUms just landed
bom the United States, from Charleston, there
wae no prospect of obtaining saving prices.
New \ ork, Nov. IS,—We have Liverpool
dates this morning to the 16th till. The lower
qualities had declined } a }d ; indeed they wore
almost unsaleable. During the week ending the
Hih, the sales of all descriptions amounted to
1500 bales—among which 3700 Upland, 8} a
12; 4000 Alabama, 7J a 11, no “good to lino”
sold : Mobile, 8} a 13} ; 2830 Now Orleans, 8}
a 13} Import 16287 bales. It was generally
expected that prices of all descriptions would de
cline unless tho Money market was speedily re
lieved. We for the presentc tied onr orders.”

A SERIES OF PUBLICATION'S,
On various Literary subjects, from tho latest and
mast approved writers.
To bo published in Weekly Numbers, and in
complete and uniform setts, at the office of Tiiko-
DoriK Fostkii, corner of Pine st. and Broadway.
IT is a bold attempt to put forth new proposals
for an indefinite series of cheap publications,
in limes like the present, which not only exhibit,
daily, other adventures of a like nature that arc
more or less successful, but in which we likewise
perceive the multiplicity of such speculations, that
have cither turned out mere abortions, or that,
after struggling through a short and troubled ex
istence, have finally sunk, and been forgotten,
like lire myriads before them.
A severe practical reflection—and not tho less
severe for being a tacit one—has been thrown
upon tho great mass of tho reading public, by the
greater portion of those who have engaged in the
issue of cheap publications. Assuming, as a
fact, that no literature would bo generally popu
lar, and receive a remunerating encouragement
for a low priced issue, that did not deal largely
in narrative, and in matter calculated only to
captivate the fancy, or interest tho feelings, they
have too commonly poured in a flood of the light
ephemeral works of fiction, interspersed, doubt
less, with writings of approved character, but too
frequently with such as left no desire cither to
dwell upon llroin in tho way ol reflection, or to
peruse them steadily a second lime. This mode
of thinking; and aering is at once unjust and in
jurious. It is unjust, because thg human mind,
when unsophisticated, thirsts after knowledge
and information in as high a degree as the heart
thirsts after the gratification of its impulses. It
is only when attention to tho latter becomes exor
bitant, that tho rational desires oflho former be
come disregarded, ami too often finally extinct.
It is injurious, because a false taste may be in
duced in literary pleasures, which suffer deteriora
tion as well as those of the table. A constant
succession of high seasonings will produce a vi
tiated appetite, which becomes only more and
more diseased by continued indulgence; whilst,
on the contrary, a judicious regard to the utile
fluid, invigorates the appetite and keeps it pure.
But wc contend not only that tho assumption
itself is a false one. but that, admitting the fact,
there arc ample ma erials in tho range of author
craft of the present day, fur a vastly superior se
ries of works in point of solid information, which
shall yet possess as large a fund of rational e.itler
tainment. The world is rife of authors, and the
press teems with works that do honour to our
generation, and upon which the mind can delight
to turn back after the first rapid perusal;—works
that ate worthy of being collected as a aeries, which
shall be ornamental to tho library, creditable to
the taste, pleasing in the hour of leisure, and use
ful as reference.
The most distinguished features of the plan
now offered to the public, are tho Voyages, Tra
vels, and Discoveries of men of approved reputa
tion for science, knowledge, anil literary taste ;
such Biographies of distinguished persons as arc
compiled from authentic sources by able hands;
—Memoirs, Anecdotes, and Reminiscences of gen
eral interest, and ascertained to bo well drawn
up: —the Diaries, real or fictitious, which have 1
obtained tho applause of the critical world ; '
translations from similar, or other works of inter
est from foreign authors; —peculiar manners,cus
toms, habits, or descriptions, whether of well 1
known or obscure people, that are given with
spirit and originality of thinking;—every thing,
in short, that cun bo creditable to a work styled
“ A Miscellany,” and that is worthy of being re
laincd beyond a mere perusal.
It ix not at present contemplated to include
works of pure fiction in the “ Cabinet Miscella
ny.” It is considered that such would not bo in
agreement with the general purpose, and also lliat
it might interfere w ith that of others, who have
turned their attention to this last class only of
publications. But however carefully the propo
ser of a new undertaking may fancy he has con
cocted his system, it is only in the working that
lie can bo fully aware of its efficiency ; I lie pro
prietor of tho “Cabinet Miscellany” therefore I
reserves the purpose of introducing occasionally 1
a work of fiction, when one of tare and decided t
merit may present itself, and provided he can
ascertain from tho majority of his subscribers that !
it will bo acceptable. In general, works, such as
arc likely to bo adopted in this Miscellany, are I
got up at a great expense, and are sold at very 1
high prices. In this proposed edition it is calcu- I
laled that purchasers will have the entiro'toxts, of :
the several authois, at a price varying front one 1
sixth to one fourth of the original terms ; and the I
greatest attention will he paid to preserve tho re
print from errors in typography.
Impressed with the idea that an attractive scries
of pulilications may be selected upon the plan a
bove described, it is proposed to submit No. I of
“ Foster’s Caiiixut Misr.Rti.Axr” to the pub
lic patronage, on Saturday, tho 17th of Septbm
her instant, and to follow it up with 11 regular
weekly issue ; —the subjects to consist of such as
have been just described, together with such oth
ers of well-founded reputation, as shall harmon
ize with tho general plan. The form will bo that
of a good sized duodecimo, which it is (relieved to
he most portable and convenient for general use;
and with the quantity of matter, it is trusted, will
bo sufficient to authorize for it tho character of an
extremely cheap and elegant publication,—-in fart,
as cheap as any thing that lias hitherto been of
fered to public notice.
CONDITIONS.
1. Foster's Cabinet Miscellany will be publish
ed in weekly numbers, commencing on Saturday,
the 17th Septembef instant. Each number will
consist of 72 pages of closely printed letter pres*.
2. Tho work will bo got up in a very super! r
jpylc, upon a clean white paper, and printed in a
neat sharp Bourgeois typo.
3. The terms for “Foster's Ca rivet Mis
cEt.tA.vt” will be $5 per annum, payable invari
ably in advance, or 12} cents per number.
N. B. A number of copies of each work in the
scries will ho put toghotcr in neat and uniform
binding, or in boards, fur the accommodation of
suchas may desire them in that form, at a slight
additional expense.
