cut loose, as far a* practicable, its commercial
and basiiiesa connections with the Ndrth.—
State legislation can bo brought to bear in a
way, within the limits of the Federal Constito-
tution, which will go far to elTect this. "But In

Every branch of trade and every department
of business will feel the infiuenco of a diversion
of Southern trade from Northern towns and
