Sec. 1. Be it .therefore enacted by'the General As-
nimbly of the' State of Georgia, that.fr dm-and fm-
!hediatcly after .the passage of act, it .shall-be
the doty of eaeh receiverof tax returns the sev-
• oral counties of this SCSte, to^examUe carefully,
each return presented tohim, and if (phis judgment
he shall find the property embraced in.siid return,
returned below the value thereof,* It shall be' hid
duty toasscss the value thereon. . . ' '
See. 2. And be it further enacted by the ftuthorit;
aforesaid, that incaso'thc individual mat lug sue]
return, shall-consider the assessment made by the'
receiver tod largo, he ’Shall he permitted to leave it
to three disinterested persons, one of Whom ho'shall
select, and the receiver shall select one, aud'thcse
two shall select a third party, a majority of whom-

' ular enterprise, we take great pleasure in bearing.
. testimony to the high integrity which- has ever
* characterised his multifarious business transactions,
establishing, forhimself and his house a name above
suspicion or reproach, and a fame* which most “lead
its possessor to fortune and renown.” This is no
* spasmodic effort, on our part, at fulsome culogism, it
is the plain recital of self-existanf facts, read and
known by all men in our own State, to whom Mr.
E. and hia business, operations are extensively
known. . We have dealt with Mr. Evans for - years,
personally, and conversed with scores of others who
have sent him their money and orders, and received
Books and valuable Gifts in return 4 and jt is cer
tainly a higher meed of praise than usually falls to
