i. Since the promulgation of Cirenlar No.
5, Sen-.|of1865, from this office, the demand
for labor has become very great, and the
1 reea people have manifested almost uni
versal willingness to enter into fair trod
reasonable contracts, rendering the provis
ions of Par. 3 of said Circular comparative
ly unnecessary^ therefore, and to prevent
possible injustice to the freed people, the
said Par. 3, together with so much of Cir
cular No. 2, current series, from this office,
as complates the enforcement of said Par.,
are hereby revoked. Agents of this Bureau
will promptly report all vagrant freed peo
ple in their districts to this office, or to the
nearest commissioned officer of the Bureau
in this State, and will further make a special
report of all cases where freed people have
been hired out in the manner prescribed in
Par. 3, herein revoked.
IL Reliable information has reached this
office, that parties are making private con
tracts with freed people and not presenting
them for approval—partly to avoid the pay
ment of reasonable wages and partly to
evade the payment of the small fee allowed
citizen agents for their services. One of
the most important objects had in view by
the Bureau in appointing citizen agents, as
provided by a Resolution of the Georgia
iytate Convention, is the securing of reliable
profitable labor, and it cannot allow itsjutr
requirements to be set aside, or evaded, to
gratify a few selfish people; therefore, offi
cers and agents are forbidden to give any
aid or assistance in enforcing contracts
which have not been approved by the Bu
reau.. Neither will they permit others to
use any force or punishment to compel freed
poodle* to comply with such contracts.

A Shrewd Editor.—At a Welsh celebra
tion in New York, Dr. Jones told tho follow
ing amusing anecdote:
“The speaker said the editors were like
other shrewd men who have to live with
their ears ami eyes open. He related the
story of an editor who started a paper ia a
now village in the West. The town was
infested with gamblers, whose presen-e was
a source of annoyance to the citizens, who
told the editor that if he did not come out
against them they would not patronize his
paper. I le replied that he would give them
a ‘smasher* next day. Sure enough liis next
issue contained the promised ‘smasher,* and
