then? Mr, Davis was a citizen who had the

otherwise. It will be well, at nil event's, for
his Kxeleiicy the Governor to consult the
Home Government in this matter, as it will
have a direct intreat in anything that affects
our external relations,

The Vresident of the United States lias is
sued Ids proclamation seltiug apart Thursday
the twenty-ninth day of Xovcmlicr, to he
observed in the several States and Territo
ries of the United States by the people, as a
day of thanksgiving and prayer to AlmiglDy
Gild, for his bountiful mercy and Jdodeess
extended to us as a people the past year. In
his Proclamation, the President says.

been pleased to vouchsafe to us as a people,
another year of that national life which is an

DEDICATION OF THE “STONEWALL**
CEMETERY AT WINCHESTER, A.
On the 25th of October, the day appoint
ed for the burial ot the Ashby brothers, and
the dedication of the “Stonewall” Cemetery,
Winchester was thronged wltn an immense
concourse of citizens from all parts of the
Valley, to witness the interesting and sol
emn ceremonios. Gen. Henry A. Wise was
the orator tor the occasion/ In the course
of his speech he said:
“We meet to do honor to the mighty
Confederate dead, whose spirits are destin
ed to overshadow the lan<L*It was said they
are dead. They are not. It was only the
living who daily sufferred death undo a
wronged country. The dead were secure
from insult aiul outrage, while we, the liv
ing, were the sufferers. The known and the
unknown, who fell in defense of their dearest
rights, sleep quietly and well. Eternity has
sealed tlieir devotion to the truth, and they
notvw.ar an armour secure from the bullet,
tlic shell and the blade, as well as from tho
contumely insult of the foe. ' When the gal
lant men who repose beneath tins sod were
living, wc followed them, because their bra-
very led them foremost in the fight, and we
should-now follow tlieir truth and con

The Seizure of Boron Alleged Confederate
Vessel*.
In the British Court of Admirality on the
2d, before Dr. Lushington, the seizure of al
leged Confederate ships was again the sub
ject. of tho proceedings. The case relates
to seven vessels, viz; The Penginn, Owl;
Lark, Wasp, Badger, Fox, and Arrel alleg
ed to be Confederate ships.' An applica
tion was made to thojudge at chambers on
4th of September for the release of these ves
sels, which ha'd been seized for tho United
States of Americans thd property of that
Government, and were now detained with
in the jurisdiction of the court, having been
as is was, alleged, purchased, with Confed
erate money during the late war. The ves-
sele arc the property of a merchant named
Proleau, and are stated to bo worth £150,-

Off the last occasion the court decided
that a written order Or authority .from Mr.
Adams, the' United States Minister, or the
the Consul General, must be received by
the court before the case could proceed, and
that if the case went on the court would re
quite an appearance to be entered to enable
tlio conrt to give damages and costs if nec
essary. An order was thereupon according
pointed by. you iu the public meeting assem
bled, I have tho honor to make the follow
ing report of onr progress thus far. In do-
ing so, it has seemed proper to go somewhat
into detail, that you may fully understand
how we have performed the duty imposed
upon us by yonr appointment.
We are. able to reiiort to-day that in nine
mouths since the J2n day of last February,
we liavu collected the remains of 2,404 dead
from numberless localities, enclosed them in
suitable coffins, and given them descent bu
rials in consecrated ground,and within a pro
tccting enclosure. These dead have been
collected from area of fifteen utiles radius
about this town, at an expenditure of time,
labor and money, readily imaginable. In
the removal every precaution has lieenta
ken to obtain all thu information possible
about every uian, to be embodied in a per
manent record. In interring them every
grave has been marked by a number corres
ponding to its ptace in the record, so as to
prevent any mistakes of identity, should
even head-boards lie destroyed or defaced.
