President Johnson on Negro Suffrage,
Suffrage should be conferred by the
states, that being guarauteed to each State
by the Constitution, Andrew Johnsonjajn
favor of qualiecd suffrage in Tennessee as a
cittzcn of thatjState. Ho anthorized us. It,
behalf of the Chief Executive of the Nation
to urge qualified suffrage for three classes
of colored men in this District; in April last,
and at his suggestion we renewed the prop
osition again in July about one week before
Congress adjonmed. We took special pains
to notify several Radical Senators and Rep
resentatives who were anxious inquirers on
the subject that the Presidenr Was in favor
of the plan proposed by the Rcpublioan.—
ihe Radicals were afraid to touch the ques-
tion, and went home to their .several States
aud blackguarded the President, and de
clared that he was opposed to extending the
right of suffrage to tho black man. .
. ^ < 3 r ow Johnson is in favor of more for
the black man in TcBncsse, as a citizen of
that State; he suggested to Governor. Sliar-
key, of Mississippi, more for the . colored
men of that State, and requested and author
ized us to urge upon Congress, at the las'
session, more for the colored men of this dis
trict. tlian Charles Sumner, or Henry Wil-
son, or any other Congressmen of Massachu
setts,ever urged for the colored'men ot-
tltetr State. No colored man who fought
m the L men army, or who owns property
no matter how much, can vote in Massachu
setts, unless he can read and writ* Pres
ident Johnson gbes beyond that.' He is in
favor of grgntiii!' suffrage to all Colored, men
