Wonders lever Ceesa,
If k liadjbeen predicted in 1850 that the frotliy
declaimers in behalf of a Southern Confederacy
would, in lew than four years, be laboring by
fraud or force to wrest from the Union party
their ohoeen principles, the prophecy would have
been esteemed highly extravagant and improba
ble. And yet, if the prediction hail been made
the circumstances that now surround us would
have amply verified it. The Federal Union of
last week comes to us full freighted with lauda
tions of the Nebraska Bill and even claims it as
an Administration measure. The Unions en
dorsement of the Bill will not add much to its
popularity with the intelligent citizens of the
State, and in regard to its assertion that the pres
ent Administration is in anywise responsible/.>r
the establishment oFthe principles of the bill,
we shall demonstrate that it is totally false. Mr.
Douglas’s bill Bimply extended the principles of
the Compromise of 1850 to the Nebraska Terri
tory. Now it is an indisputable fact that the
promiueut supporters of Pierces administration
were inflexibly hostile to that great adjustment.
Davis, Colquitt, llerscholl V. Johnson, Iverson,
Soule and McDonald were all opposed to this
Compromise and resisted its adoption with all
their energies. It occurs to our unsophisticated j
intellect that if any administration can rightfully j
claim the Nebraska Bill as its own peculiar prop- >
erty it would be Mr. Fillmore’s. lie staked ev
erything upon the passage of the Compromise
■of’so, and his self sacrificing devotion to that
patriotic measure, jirrayed against him the eoin
hiued opposition of Free Soil Whigs and Soii!li
-ern Rights Democrats. It was under the auspi
ces of Mr. Fillmore that the odious restriction of
the Missouri Compromise was prostrat’ and bv the
enactment of tho Territorial Bills for Utah and
New Mexico. ! Then was the great doctrine of
non intervention first recognized, and the Sla
very question first recognized, and the Slavery !
question withdrawn from the Jurisdiction that i
Congress had usurped over it. The present ad
ministration is therefore entitled to no credit for
ike establishment of the doetrhlb and it shows
.awkwardly enough in the borrowed plumage-, or
employ more-expressive [>1 1 rase, ilogyrtri* sto
len livery in which it has been tricked out by the
ingenuity of the Federal Union.

■ought to forever endear the Administration to
the South. We do not quote the precise lan
guage, but this is its ini|>ort. This is, if possible,
ii more stupid blunder than the one already no
ticed. The original bill of Mr. Douglass - made
jio express provision for th abrogation of tiny
Missouri Compromise. Wc im\.- no ijoubt that j
would have been its effect, yet liowevcr this mav
have been, it is a well-known truth that Mr. Dix
-on, the Union \\ hig Senator from Kentucky,]
was the first to propose ,a repeal of the Missouri
Compromise. Not only did no friend of the Ad
ministration suggest the repeal, but it was even
viewed with marked disfavour by the Washing
ton organ of the Administration. And v.-t, the
Federal Union talks unbtusiiihgl v of Mr. DixoiiV
amendment as an Administration measure. “

Nor shall we refer to their former hostility to it*

What Does it Mean.
Mr. L>ouglas, a few days since, offered an im
portant HincMidment to that section of the Ne
braska bill which refers to the Missouri Com
promise. “ lie moved, (says the Xatjonal
Intelligencer s report) to amend the bid by strik
ing out from the 14th section the words, *• which
was superceded by the principles of the legisla
tion of 1830, commonly called the compromise
measures, and is hereby declared inoperative,”
and to insert, “which being inconsistent with
the principle of non-intervention by Congress
with slavery in the States and Territories, as re
cognized by the legislation of 1850. commonly
called the compromise measures, is hereby de
’ obired inoperative ami void; it being the true in
tent'and meaning of this act not to legWa*.-
slavery into any Territory or State, nor to exclude
it therefrom, but to leave the people thereof per
fcctlj/free to form, wul regulate their domestic
institutions in their men temj, subject only to
the Constitution of the United States,”

od of “raising the wind,” bv first issuing Bank
bills with the cognomen of‘Bank of

of both tho laws of this State and of public
opinion.
These bills are-now being presented for redemp
tion rather faster that suits the taste, interest or
convenience of the bankers, and they la-gin to ex
hibit a restiveness as well as considerable tem
per in the matter, andjJie scene alluded-to be

Esq., an eloquent lawyer, well known East and
