couraging fact, as stated in General Howard’s
Report, that the freedmen themselves raised
and expended last year for school purposes

States, the interest of the whites no less than

children, no less than the whites, should re-
cieve such mental training as will qualify
them to discharge, intelligently, the respon
sible duties of citizenship; and if this cannot
be done by State legislation, the principle of
self preservation might well prompt Congress
to take this matter in hand.

The XVth Amendment is about the only

It stands in about the same relation to the
loyal people of the country a* the right of se
cession—an inane which the Democracy re
opened in July 1868, and upon which they
were so ingloriously beaten in November fol
lowing.
It is hardly probable therefore, that the De
mocracy will play tho same desperate game
with this suffrage question in 1872. They
will hardly have tbe temerity to keep it before
the country aud insist upon its defeat
iuj the issue of the next Congressional elec
tions. If, however, it* foolhardy leaders
have learned nothing in the experience of the
past, and insist upon this issue, the Republi
can party have only to accept the gage and
agAin appeal to the country. Iu that event,
the issne cannot be doubtful. Equal suffrage
is one of the ligitimate issues of the revolution.
The result of the war would be incomplete
without the XVth Amendment, as it would
have been incomplete without the XIIlLb and
XIVth Amendments. The reasonable men of
both parties and sections are no longer pre
pared to stickle over gnats after having swal
lowed whole camels. They will ratify the
