The Richmond Examiner expresses the
opinion, based, liowevor, on no official infer
mation; tlial Quo. Lee, without waiting for
tho advance ofhis opponent, Meade, iutends
to seek that General, and, wherever lie 11 mis
him, to offer him battle. This is a little *fit
of Gcd. Lee’s usual course of tactics, i. i
has generally stood upon the defensive, and
whenever assailed, has obtained tho victory
Tee Northern papers assert that our army
is greatly depleted by the reinforcements
vent, lately to chastise Rosecraus, and lustily
blow the war trumpet. Now, they say, is
rue lime lor Moado to marshal his forces and
attack the Southern General, and after anni
hilating his remnant of an army, march tri
umphantly ou to Richmond. A similar
feeling seems to pervade tho Southern army
and our wholo population in respect to the
expedience of precipitating an assault upon.
Meade, whom we know to be nearly drained
t > the dregs by the herculean efforts he has.
been making, tor some time past, to send off
recruits to relieve the insolent but recently
humiliated Gorman commander. As both
parties, therefore, relying upon each other’s
weakness, are eager for a tray, I should not
be surprised, any day, to hear that' the ar
mies had met with a view of putting their
prowess and resources to the actual test.—
The confidence of our community in the
ability of Gen. Lee to thrash this boastful
enemy, at any time \yt may venture on the
experiment, remains as strong as ever.
A rumor was prevalent here, yesterday,
that the Yankee army, still eager for.taking
the shortest route to Richmond, and hanker
ing after the base wInch lias beeiv_Uie thea
tre oi several of. their most disastrous Ue
feats, bad re-occupied the town of Freder
icksburg, but passengers by tho last evening
train from Fredericksburg, who left there
at uoou, slate that there is not the slightest
foundation-for the report. Indeed, it is not
at all likely that tho Yankee General, if he
has any part of that discretion which is the
better part of valor, will repeat na cxeri-
raent which proved so fatal to his predeces
sors, llurnsidc and Hooker; nor is his fur
ther approach to Richmond by way of the
ordinary avenues, a subject of the sligliest
dread or apprehension.
Mr. Chevalier’s pamphlet, entitled France,
*' Mexico and the Confederate Slates,” re
cently published in France, and translated
and republished generally by the American
newspaper press, attracts much attention
here, and chiming in willmour views, hopes,
and expectations at the South, has been read
with lively satisfaction, and been generally
applauded. The Northern journals endeav
or to create the impression that it does not
reflect the views and policy of the Emperor
Napoleon in respect to the complete and
speedy recognition by France ot the inde
pendence of the Southern Confederacy. But
s rch arc the restrictions on the press in
France, that a pamphlet so boldly written,
and indicating the policy of thattgreat pow
er so .clearly, and with such an array of ar
gument, could not, wc may rest assufed,
have ever seen the light without—(if not tho
permission and avowed approval,) at least
the tacit couscnt and acqmesftpnce of the
Emperor. The true policy of France, under
new relations with Mexico, is so manifestly
oa the side of our recognition, 4bkt it is
scarcely necessary for a statesman ora di
plomatist to be at the pains of demonstrating
ir, and the intelligence of the Emperor, and
the friendly feelings he entertains for the
South, ot which be has given several indi
cations of late, satisfy us that tho measure,
which we regard so propitious for our inter-
eaU, cannot loug be delayed. “The interest,*’
says M. Chevalier, “which guides the sym
pathies oi France towards the seceding*
States, has conducted her flag to the walls
ot Mexico. The recognition of the South
ern States will be the consequence of our
intervention; or rather our intervention has’

dered possible the diplomatic act which will
consecrate final separation—secession in the
United States.” It is very plain to every
one. that, if the EmperoFNapolcon did not
suggest these Ideas to M. Chevalier, and re
quest him to give them publicity, through
the press, that they are the. very ideas that
he entertains, and which occupy liis mind
at this moment—any speculations and hopes
of Seward, and of the wire-workers of the
Northern Government and press, to the con
trary notwithstanding.
Hon. Jomes Lyon, late a distinguished
member ot the Confederate Congress from
this District, has published to-day in the
Richmond Enquirer an able letter-on. “Rem
edies for our Present Difficulties,” r.ddressed
to F. B. Dean, Esq., of the House of Dt Ip.
gates. lie treats mainly of two topics, the
army and llis currency. Ou the first topic,
ho say’s the range of State legislation is very
I'united,‘.“because the Constitution has con
ferred on Congress the exclusive power cf
raising armies, And all that the State can do
is to remove impedimentsto the exercise of
that power, and organize such of her militia
forces as may be left to her to for purposes
of local defence in unexpected and pressing
emergencies.” Among other things, lie re
commends that “men belwccli,45 and GO or
65 should be organized into companies and
battalions],for local defence’strictly, and not^
constructively local, and require them to ap
pear on’ parade.occasion ally.”.
His remedy for a depreciated currency is
u lhe arrest of the further issue of Confederate
notes, and the supply of money, beyond the
amount raised by taxes, by ihe sale of Confed
erate bonds, over which Congress alone has
control. The Legislature.may assist in the
good work. 1. By prohibiting the traffic in
gold and silver. 2. By compelling the banks
to resume the.issuc of Iheirown'paperafter
a certain time. 3. By prescribing'a maximum
price for everything, if the Government maxim
um price continues. I ventured to suggest
the 3d of these remedial.mc astires'in'^one of
my late letters, should the Legislature have
tho courage to adopt it, ~,aml am pleased to
see that it receives the countenance of- so
eminent^ statesman as Mr. Lyons. Oa this
subject he says: “This power of thus regula
ting prices is a .very highland Arbitrary one,
and tho exercise of iCcan be, excused only
by the overruling'necessities,of k ajjState ol
war in time of war, when the maxim il satus
populi suprema lex esi" must be enacted upon,
for which,‘by a'blundering oversight, nei
ther the State or. Confederate constitutions
makes any adequate provision. It>pri»gs
from the samc'necessities [which justify the
impressment laws passed by Congress, and
is made an imperious necessity ,hy. that law.
Congress, however, can do, no more than
provide for ];llie.]cxigencics t of the. army.—
The Stales must’pro vide. for. the ^exigencies
of their people.
While writing of the currency, 1 am re
minded of a very spicy article which lately
appeared iu the Richmond Dispatch on the
inquiry “ How cotton might have been made
Kmg.”
The writer deeply regrets that in the or
ganization of the Departments, Mr. Steph
ens was not made Secretary of the Treasu-
ry, “where his great attainments in states
manship, and rare sagacity in matters ap
pertaining to finance would have enabled
him to render inestimable service to the
country.” During the last term of Mr. Buch
anan’s administration, while our Govern
ment was still at Montgomery, “ Mr. Steph
ens is said to have earnestly recommended
the instant purchase and conveyance to Eu
rope of one million bales of cotton, which
could have been done,*at that time with
great facility. He estimated that the sale of
this cotton would biing at least $100,090,000,
of which a part was to be expended in the
equipment of one hundred iron-clad sea-go
ing steamers, and the rest placed to our cred
it iu Europe. • Every one can now see what
would have been the consequence of such a*
policy; but it is the fate of genius always to
find its far reaching foresight derided or
neglected by ordinary minds. Had he been
Secretary from the commencement, the very
necessities of his situation would have in
duced him to enlarge his views so as
to embrace the whole crop of cotton at that
time, amounting to five million of bale?,”
which sold iu England at two shillings ster
ling a pound, would have given the govern
ment, purchasing at twenty cents, a clear
profit ot $609,000,000. “What,” the writer fur
ther asks, “ might not have been done with
this sum? We might, had.wc been so dis
posed, have drained every bank in Europe
of its specie. We might have taught the
skeptics of the Old World and the New that
the pretensions of “ Cotton ” were no idle
gasconade—that ho was Iona fide a king, and
every inch a king—that he had the nations
in the hollow ol his hand—and that kings
and potentates had no choice but to obey
his dictates or embrace certain ruin as the
alternative. Dr we might have left this great
sum in proper hands in Europe and drawn
for it as we needed it. Our Treasury notes
would then have been equal to gold or sh r-
liug bills, which are as good as gold, and al
though the exigencies of the times would
have required a suspension of specie pay
ment, confidence would have been unshaken
"and universal.”
But this simple solution of a great, but per
fectly explicable, dilemma, did not suit the
. Secretary of the Treasury or the Congress.-^
The majority of the latter, and the Secretary
himself, firmly persuaded that “Cotton” was
already a crowned king, would take no meas
ures to make him. so in fact .JThey thoug
his throne lay in this hemisphere, and that
all the nations of the East must bring then-
tributes to his footstool, instead ol his going
in search of them. To supply the Treasure,
the manufacture of assignats, based up^r
nothing but the public confidence in the sta
bility of the Government, was commenced
—slowly at first, but with increased velocity
as the operation progresses. At this partic
ular juncture, Mr. Memminger reminds us
of nothing so much as a boy holding to a
cow’s tail while she is running at full speed
down a hill. He would let'go if he could,
but he finds it impossible without falling.—
The “Infernal Machine” 13 everlastingly at
work, striking off assignats by the bale, and
neutralizing all the good effects which, the
tax and the sale of the Colton bonds might
otherwise be-expected to produce. There
seems to enter into the mind of the Secreta
ry, whenever hard pushed, no other resource
but the printing, press, and we never see a
new assignat that wc are not reminded of
Chancellor Oxensticrn’s injunction to liia
sod, “Go, my son, and sec with how little
wisdom.thc world i3 governed.”

just been issued from the press of Messrs.
