In many respects it has a vast superiorly oyer a me- Ulic currency, especially in great and ex tended transaction?, by its greater cheapness, lightness, and the facility of determining the amount. The great desideratum is to ascer tain what description of paper has the requi site qualities of being free fram fluctuation in value, and liability to abuse, iu the great est perfection, I have shown, I trust, that bank bills do not no3ses9 these requisites in a degree sufficiently high for this purpose. I go farther. It is the form of credit proper iu private transactions between man and nuu, but not for a standard of value to perform exchanges generally, which consti tute the appropriate functions of money." Aud again, in his speech on his amend ment to separate the Govern meut from the 1 links, iio said: It is tho duty of the Government to rc- r-othing in its dues that it has not a right to render uniform and stable in its value. We arc, by the Constitution, made the guardians of the money of the country. For this the right of coining and.regulating the value of cniuH, was. given, and we have no right whatever to receive or treat anything as money, or the equivalent of money, the value ot which we have no right to regulate.’’ * * * * I am not the enemy, but the -friend, of credit—not as the substitute, pat as the associate.and the assistant of tho met als. In that capacity I hold credit to pos sess, iu many respects, a vast superiority over the metals themselves. I object toll in the form which it has assumed in the banking system, lor reasons that arc neither light nor few, and which neither We been, nor can bh answered. The question is not whether credit can be dispensed with,* but what is its Lest possible form— the most stable —the least liable to abuse, aad the most con venient and cheap. I threw oat some ideas on this important subject in my opening re marks. I have heard nothing to change my opinion. I believe that Government credit is the form. I believe that Government credit, in the term I suggested, combines all the requisite qualities of a credit circulation, in the high est degree, anl also that government ought not to use any other credit but its own in its financial operations.’’ * - - - * “In looking at the elements at work, I hold’ it certain that in the process there will be a to td'v.iJ final separation of the credit of the government from tha t of individuals with which it htul been so long blended. It is un fair, unjust, unequal, contrary to the spirit of tree institutions,aad eorruptingin itscou- sequcaccsts> And again, in reply to Mr. Clay, on Inc sub treasury bid, March 18th, 1938, Mr. Cal- baun said: “ Whatever the government receives ut.d treats as money is money ; and f it be money, then they hare the right, under the Constitution, to regulate it. Nay, they arc bound, by a high ob ligation, to adopt the most effluent means accor ding to the nature of that which they have re cognized as money, to give to it the utmost sta bility and value." And again iu reply to Mr. Webster, March 23d, 1S33, lie said : “I now undertake to aliir a positively and without the least fear that I can be answer ed, what heretofore 1 have but suggested— that a paper issued by government, with tile simple promise to receive it in all its dues, leaving its creditors to take it or gold and silver at their option, would to the extent that it would circulate, farm a perfect paper circulation, which would not be abused by the government; that would be as steady and uniform in value as llie metals 'hem- selves ; and that If by possibility it should depreciate, the loss wCuld fall not on the people, but ou the government itself; for the only clfect of depreciation'would be vir tually to reduce the taxes, to prevent which* the interest of the government would be a sufficient guarantee.” These extracts show conclusively what would be the advice of Mr. Calhoun were he now living. No one questions the pow er Of Congress to issue Treasury notes; no oue pretends that we can in any otherwise provide lor the < xigeneics of the Govern ment. The question is not whether we shall juse our credijl, but ]n what shape shall our credit be used ? Mr. Calhoun says: “No paper whose; credit rests upon a promise to pay, is suitable for,currency.” Tile funda mental errorof our government is that our treasury notes fire promises to pay specie 6 months after the signing of a treaty oj*peace, a promise which noons believes will be per formed. Our treasury note is therefore a fraud; and this has a tendency to depreciate its value. If it had been simply a certificate receivable in payment of all dues to the gov- crnmeiP, and convertible, at the will of the holder, into a bond of the Confederate States, bearing such rate of interest as would cause the excess to be funded, the funding would so reduce the quantity in circulation as to give 10 that which limy not be funded “sta bility, uniformity and safety.” Here then is a process of preventing the depreciation of our treasury notes, so simple ami so easi ly understood that it is- most surprising that the very opposite lias been ado'pted. The Secretary and Congress first issued treasury notes fundable at 8 per cent. They then passed laws reducing the rates ot interest, and declaring that if this first issue be not funded by a given day, the right to fund them should be perfected! And our Secre tary, finding that this has increased instead of preventing depreciation, now threatens us with some legislation which lie hopes will compel the holders of treasury notes to fund them. The effect is an unheard of inflation of prices. The question is, how can the holders of treasury notes be induced to convert them into bonds? The Secretary says, compel them, by reducing the rate of interest, by taxation, and forfeit ures. \v ill it not be much better and cheaper to so increase the rate of interest on our bonds as tt> induce the public to prefer bonds to Treasury notes, and if the bonds tue mad convertible into notes at the will of the ho der, will not this cause the notes to be con verted at a less rate ot interest ? And if the bonds tre payable at the pleasure of the government, will we not be able to reduce the rate of interest immediately after peace?
