It may be well to recur to the few simple truths submitted as fundamental principles by Mr. Calhoun: 1. “No paper whose credit'rests on a promise to pay, is suilalAe for currencyand . hence as our Treasury notes are promises to pay, six months after the signing of a treaty ol peace, these Treasury notes are not suita ble for currency. ’ 2. “A paper issued by Government, with the simple promise to receive it in all iu dues, leaving its creditors to take :l or gold and silver at their qption, would to the ex tent that it would cildilate, form a perfect paper circulation, which cotjjtl not be abus ed by the Government, and it would be as steady and uniform, in valug as the metals themselves, thatia—instead of being promises to pay, our Treasury Notes should be certifi cates receivable in payment of public dues 3d. Tliat the receipt of bank notes by the Government in-payment ol *ils dues, would make them money, as far as the Govern ment may be concerned, and that if the Gov ernment has a right t • receive b ink notes or Treasury notes in payment of public duc3, Congress his Ihe light to regulate their value. The question then recurs how can Con gress regulate the value of Treasury notes? Mr. Calhoun gives the answer. He said if Congress authorized the receipt <>[ Bank notes or anything else iu payment p lyinent of public dues, “they are bound to use all moans accessary and proper, nocoidiug to the peculiar nature of the subject, to give to them uniformity, safety and stability. Dunlop, Moncure & Co’s, passed one of the pickets stationed at Mayo’s bridge, the fel low, who was capering about, Jet drop his musket, and, the weapon exploding, sent a Minie ball whizzing past his head, between his own person and that of a little girl who had just crossed the bridge. If.-in*a lew years after peace tiic government could issue 4 per cent, bonds at~par, and thus get " the means to paj' olf the bonds now issued, would it not be better to issue bonds bear ing a much higher rat? of interest now,with a purpose of substituting bonds bearing a less rato of interest when flic increased cre dit of the government will enable us to do so ? Issue the treasury notes and the bonds in the form proposed, and they will be no inducement to avoid funding, and the notes would be funded, and the funding the notes will soon reduce the circulation to the sum wanted for currency, ami thus prevent the depredation, and by restoring confidence in the medium of payment, reduce the price ol commodities, and Bins do much more fn prevent extortion than all the sumptuary laws that can be enacted by Congress ami all the State Legislatures. Again: it is said by some that ours isNa hard money government, and that nothing but gold and silver is money. Nowon this subject Mr. Calhoun in his speech of March 26, 1834, said: I do not deem it necessary to enquire whether, in conferring thc|pnwer to coin money and to regulate the value thereof, the Constitution intended to limit the power strictly to coining money and regulating i(s value, or whether it intended to confer a more general power over the curreucy; nor do I intend to enquire whether the word “ coin ” is limited to metals, or may be extended to other substances, if through the gradual change they may,become the medium of general circulation of the world.” • AU these questions 1 leave open. 1 decide none of them. There is one, however, that I will decide. The State cannot increase the rate of interest, which, to me, seems, to be the only measure which tve can hope for, but you, as the Exccuiive and the Legisla ture, c m urge Congress to do so. Will not this be a much wiser aud more legitimate measure than the substitution of the bonds ot ihe Slate for those of the Confederate government? . DUFF GREEN.
