The time for that has passed if it ever existed. The South, "My arming its negroes, shows that its resistance is exhausted. The Archduke Maxamilian answered the Mexican deputation that he was ready to ac cept the throne of Mexico, on a free, spon taneous expresiioflof the population ot Mex ico, and on it guaranty of the integrity and independence of the country. The Paris Bourse was heJvy at 67f. 75c. for the Rentes. The news by the sreaujtship Scotia, of the defeat of Gcq. Itosecrans at Chattanooga caused considerable sensation in England, and « rise of five per cent, ia the Confeder ate loan; bat the advance was not fully sus tained and closed at about twenty-tiv* per ‘cent, discount. The London Times thinks that Gen. Ro- sccraas was defeated by the superior strategy of ihe Confederates rather than by mere ligUUug. It says it is evident that the Fede. xal troops contested the field obstinately, ral lied whea broken; formed again and renew- _ed the engagement repeatedly. They seem to have done all that bravery and determina tion could effect, but the greater skill of the Confederate Generals iu coiabiniagthe force which made the attack iaeured them the vic tory. The London Herald looks on the battle as the most decisive one tought ih the Western States. The London Morning Post points to the eontiinasBCe of the peculiarity of this great war, that neither of the beiigerents should be permitted for any protruded nuriod to follow tbe path of victory. The Army and Navy Gazette attempts to show the dangerous position of Gen. Roae- oran*, hot suggests that the Federal pros pects may be brighter than th? telegraph wakes out. John Bull, as expressed in the London' Times, was greatly otfended at the nuB-pa\- ment of the lust dividends on the Virginia Slate debt in London.'and Gov. Letcher’s plausible explanation was far from gratify ing him. Earl Russell, in reply to a memorial trom the Manchester Souther* Club, stated that lie'feared ther* was little use in the English GoVerhuinent making representation* at Washington on the “undenting and exter- m inating character of the war,” as he was requested to do by the memorialists. It is only when tlie interro gator has the right to ask the question that the editor has the right te answer it; and this oaiy arises when the interrogator has, been made the subject of injury, and insult; which tact he must state in writing, and that he desires (or “demands”) the name of the writer for the purpose of seeking legal or personal redress. Yfus enables the eduor to furnish the namoof his correspondents with out abuse of conftlfencc or derogation to his position. Nor can the editor, or his corres pondents, dictate as a condition precedent to the name of ^bq author being given, what shall be the inode of redress, whether legal or personal. 'i’nere L another point, oi responsibility ol an editor, which is somewhat a novel one, and that is when he permits the publication in his columns of anonymous communications of a highly pe:sonal and insulting charac ter. It seems to be generally conceded in such case that the editor is p/trt>i:ej)n crimt nin and tho peison injured need go no further than on the editoT. It is a rule often acted on, find with much satisfaction. When a personal communication is published in the advertising columns over the signature of j the writer, the editor is not responsible in 1 honor, to which my remarks are applica ble. The rule which applies to the editor as to the author of a communication, applies to the writer and in a wider sfense. • It is im- j possible to aslc another in any way, wheth er he is the author of such a communica tion, no terms of intimttcy will warrant it. Every, person has the sole right to select his confidants; and th* -common sense infer- er*ce is that whoever desires, nnd when, to make another hia confidant, will do so wub- out waiting to be asked. "A party entitled to the name of an author, has the right to it Without personal obligations to* any one, by complying with the establlsued requisitions. The toleration ot any other mode would be tatamount to suffering, a viper to run loose in society, as it would require more forbear ance and Christian temper than most men possess, to be offended by questions tlK-y have no right to be asked, aud which their self respect would provent them^'rom an swering.
