Orders No. 3 :
Army of the Cumberland—You have
made a grand and successful campaign - t
vou liave driven the rebels from Middle
Tennessee. You crossed a great mountain
range, placed yourselves on the banks of a
broad river, crossed it iu the' lace of a pow-
. ei fill opposing army, and crossed two ; other
great mountain ranges at the-only practica
ble passes, some fort}* miles bet wet n ex
tremes. You con ceutrate^t* t he lace ol
superior numbers—fought the eomhiupd ar
mies ot iiragg, wldcL j)on drove lro*\ Shel
by ville to Tulialioiua of Johnson’s army
from Mississippi, anti lor two days held them
at bay, giving them plow Tor Dloy, with
heavy interest. When rile day'closed you
held the field, from wliiph ypu withdrew, in
the face of overpowering mimbcrs, to occu
py the point for which you set out—Uhatta-
uooga.
[The reader will recollect that Rosccratis
was at oie lime in Chattanooga, where lie
had arrived without molestation. Why did
he start to Atlanta, when' lie had only set
out for Chattanooga?}
You have accomplished the great work ol
the campaign; and you hold the key of East
Tennessee, of Northern Georgia, and ol the
enemy’s mines cf coal and nitre.
Let those achievements console you for
the regret you experience that arrivals of
fresh hostile troopstorliade'you remaining
on the field to renew the battle for the right
of burying your gallant dead and caring for
your brave eompanions who lay wounded on
the field. The losses you liavo sustained,
though heavy, are slight considering the
odd9 against you andihe stake you have
won. n
You hold in your hand the substantial
fruits of a victory, and deseserve, and will
receive the honors and plaudits ot a grateful
nation, which asks nothing ot even those
who have beeu fighting usT*ut oliedience to
The Constitution and laws established for our
own common benefit.
The General commanding .earnestly begs
every “r^r Rncl so ^ er °f this army to
unite withhim in thanking Almighty God
for his favors to us. He presents his hearty
thanks and congratulations ti> all the officers
and soldiers of this command lor their en
ergy, patience, aud perseverance, and the
undaunted courage displayed by those who
fought with such unflinching resolution.
Neither the history of this war, nor prob
ably the annals of auy battle, furnish a loft-
tier example of obstinate bravery and en
during resi&tcnce toaupenor numbers, when
troops, having exhausted their ammunition,
resorted to thebayonent many times, to hold
their positions ftgaiust such odds, as did our
lettaud centre, comprising troops from all
the corps, on the afternoon of "the 20th Sep
tember, at the battle of C'lqcam&uga.

Affairs ix Northern Viroijjia.—Par

represent that matters were entirely quiet

to disturb tho repose of the army since its
return from the pursuit of Meade.
We have sorno few particulars of the cap
ture of the Yankee garrison at Charlestown,
ou Sunday last, by Gen. Imbodam The en
emy, it seems, were.not apprised ot the ap
proach of our forces until the town was sui-
rounded, and all the avanues of escape cut
off. They then repaired to the Court house,
in the yard of which they had built fortifica
tions, and prepared to make a resistance.—
Gen. Iiuboden ordered up his artillery^hieh
was placed on a hillsoutlrof the U>wn, near
where John Broivn was hung, and opeued
fire upon the Court house square^^some ol
the shells passing through the Building.—
Discovering that they were surrounded and
that resistance was useless, (lie white Hag
was ruu up,and the whole Yankee L»rce sur
rendered. The number of prisoners captur
ed was 440, all of whom were safely brought
off.
Soon after the surrender, Gen. I. was in
formed tha^ a heavy force was moving,
against him from Harper’s Ferry, and he
prepared to fall back towards Winchester,
taking what is known as the old road, by
way ot the White House. At Summit Point,
seven miles west of Charlestown, his fear
guard was overtaken by the enemy with
whom they became eugaged and the lieht
wai kept up for fair or five miles, when the
Yankees gave over the pursuit

BLUE VOtTHTAIH & HOME RATL20AD
The question has been very properly asked
by the Selma R o prfrt**r, ** VVhV the Blue
Mountain £nd Rome Riiiroad lias hot been
built ”—or at least, * A why it is not. under
better progress ol construction at this jliitfc ?”
It is indeed a wonder that the Govern
ment has not finished this ro.id loa^ ago, as
a military ‘necessity. There is no expendi
ture of the War that has been made, that
would have remunerated half so.surely or
so rapidly, as to have filled trp thlsr-connec
lion, and thus have effected a continvauf, rail
from Meridian, Miss:, 1 to Kingston, tri.
Lot us look i.t the situation. Fr un Mc-
riduiQ to Kingstan, by way of Mobile and
Montgomery—the most expeditious and
surest route of transportation for troops and
munitions of war, the distance is 555 miles.
By way of Bloc Mountain and Rome, 320
miles—a saviDg of 235 miles in distance.
There are in addition to fhe 335 miles by
the Mobile route, four changes to be made—
two at Mobile, one at Montgomery, ahd an
other at West Point, (on account of the
break of gagu?,) while by the Rome route,
when the bridge across the Tombigbee is
completed, the .same cars may run through
without a single change. Tins gives anoth
er saving of at least 100 miles—in fact it is
more thau double that distance, all things
taken into consideration. Wo may safely
say 320 miles against' 700.
Froth New Orleans to Riclimon 1, byway
of Mobile and Wilmington, the distauee is
1,481 miles, while by Blue Mountain and
Rome and the Tennessee route, k is 1,198
miles with at least jour less changes to be
made. The facts are too apparent to need
further corntfienh
Thedislauce from Blue Mountain to Rome
(which completes, this short route) is 61
miles. Tltxee-foarLhs of the grading has al
ready been done, and three wiijalhs of active
work would complete the remainder.
There is another consideration urging the
necessity of this connection^ which we do
not believe has had its due influence; with
those who have the matter of furnishing
iron in charge. I3y this route the Shelby
Coal Fields arc only 280miles from Atlanta,
and the transportation may be made uoith-
out Irrcaking bulk ; ?r While by the l iter and
Montgomery, tho distance is 330 miles with
three transhipments. This coal is equal, is
not superior, to arty in the Confederate
States, apd would bo of incalculable value
to Georgia at this - time. Borne of the best
iron in the State of Alabama will also be
within twenty-four hours run of Atlanta,
when this road is completed—to eay nothing
ot valuable marble, ifcc., &c.
Can is be that the Government Officials
fully appreciate the advantages of this work?
Aud if so, why has not the Blue Mountain
and Rome Railroad been built ?—Jacksonville

anrived last night at the Clarendon Hotel
direct from Richmond. They staXe that they
left that city on last Monday, the 5th inst.,
by the underground railroad, and • traveled
day and night until they reached here. One
otthe Pi any reasons for their leaving was
o wiDg to the draft which Is lo be carried out
there to the very letter; and, as they had
evaded all the other drafts, they were deter
mined to skedaddle iu order to evade the
present one. Two are Marylanders, and one
a Virginian. They brought a lew rebel pa
pers with them, but they contain hothiug of
great interest.
Counterfeit Treasure'Notes.—A ru

from oues to twenties, hare been discovered
in this city by the Government detectives.— i
This has led to a more extensive discovery I

The Railroad tickets given to Fenn-
sylvania voters in order tnat they might go
homo to vote, which many are unable to do
on account of the expense, were pureeased
by Lhc committees oi fhe Pennsylvania As-,

scribed by themselves. It is to a generous
aud purely valentary contributions that the
workmen and other employees oi the Goy :
eminent have been enabled lo exercise their
rights at the ballot-box on the approaching

liberality, thousands will be enabled to ex
ercise their franchise in their own Stale who
must otherwise have remained inactive in
this city. -
WIT AND BDtJMOE.
A lawyer built him an office in the form
of a hexagon, or six square. The novelty of
"the structure attracted the atteution ot some
irishmen who were passing by; they made
a full stop and viewed the building very
critically. The lawyer, disgusted at their
curiosity, lifted up the window, put his head
out and adddreased them: “VVhatdo you
stand there like a pack of blockheads, gaz

“I was thinking so, till I saw the devil poke

an expression of much surprise, “how can
you expect-an account from a man who has
lost his baiaeee ?”
An officer, who wa* inspecting liis com

The Mayor of Chicago, agreeable to instruc

Jay addressed a letter to President Lincoln,
calling his attention to alleged frauds in the
enrolment in tnat city, and begging him to
order a correction of the lists. Mr. Lincoln
answered:
Yours of the 24:b, i n relation to the draft,
is received. It seems to me the government
will be overwhelmed if it undertakes to con
duct these matters with the authorities of
cities and counties. They must be conduct
ed with the Governors ot States, who will,
of course, represent the cities and counties’.
I suppose it was intended by Congress that
this government should execute the act in
question without dependence on any other
government, State, city or county. It.is
however, within the range of practical con
venience to confer with the government of
Stater, while it would go quite beyond that
range to have correspondence on the subject
with counties and cities. They are too nu
merous. As instance, I have correspondence
with Gov. Seymour, but none with Mayor
Opdyke; with Gov. Curtin, but nqne with
May or Henry.
