At the final mooting ou Saturday another
interesting incidont occurred in connection
with Secretary Seward. The President, had
written tho important part ot the pn.clamn
iou in these words: •
“That on the first day of January, in tho
year of our Lord oue thousand eight hun
dred and sixty-three, all persons held us
slaves within any Statu or designated part
ol a State, U|o people whereof shall then
he in rebellion against the United Stale-,
shall bo then, thencolorward and forever
free; ami the Executive Gevernmeut of the
United States, it eluding the military and
naval authority thereof, will rocoguixo Hie
treedora of such persons, aud will do no act
or acts to repress such persons, or any ol
them, in any efforts they may make for their
actual freedom " “When I finished read
ing this parugraph," resumed Mr. Lincoln.

•recognize.’ in that sentence, the words ‘and

appeared to be heard by no one but Secre
tary Chase, who was sitting near him. lie

solemn vow before God that, if Gen, Lee
was driven hack from Pennsylvania, I
would crown the result by the declaration
of freedom to the slaves I"
a voter qualified as prescribed by the con
stitution and laws of tho State of South
Carolina in force immediately before the
seventeenth (17) day of November, A. D.,
1800, the date ol the so-called ordinance of
secession; mid tho snid convention, when
convened, or tho legislature that may be
thereafter assembled, will prescribe the quat
ifiuation ol the electors, and the eligibility
ot persons to hold office under, tho constitu*i
lion and laws of the State, a power thepeo
pie of the several Slates composing the Fed
eral Uuiou have rightfully exercised from
the origin of tho Government to tho pres

THE PROVISIONAL OOVEKNOH OF
SOCTH-OABOLIXA.
Benjamin F. Perry, Provisional Governor
nl South Carolina, is one ot the most prom
inent men of that State, and his Appoint
ment will no doubt be acceptable to alt
claeses of thepeoplo.
In politics his views have always been
conservative, and his name haf long been
connected with the conservative party ol
South Carolina.
As a member of the State Legislature and
of Congress, Mr, Porry deprecated any
measures tending to lead to a division of
the United States.
During the Tariff and NullfficaHon ox
cltenieut In South Carolina, Mr. i’orry, if
we romember aright, was one of the mem
bers from Greenville District In the State
Legislature Here he brought himself pro
mincntly before the people of tho whole
Siale, hy his vigorous opposition to the Nul
lification policy, and his eloquent appeals
in behalf of the Union. Sttbseq icntiy he
represented his District In Congress, and
while there his career was In keeping with
hiB antecedents, always acting with the con
servative party.
Mr. Perry did all he could to provont tho
secession ot SouiU Caro|lim, hut when the
flat had goue forth lie gave his adherence
to a cause, Hie occurrence ol which he
worked earnestly to prevent, ami accepted
tho position of a District Judge.
Like Aiken, Boyce and other distinguish
cd citizens of South Carolina, Mr. Perry’s
political career has been distinguisod hy a
consistent, honest and manly opposition to
the advocates of seperation and a sincere
desire to uphold the national government.
The people of a.ntth Carolina have cause
to rejoice over Hie appointment of their
Provisional Governor. Whilst supporting
the United States Government, ho will im
true to the interests ut Carolina and bet-
citizens.
The proclamation of President Johnson
appointing the Honorable Benjamin F. Perry
Provisional Governor of South Carolina is
in precisely the same terms and language as
those by which civil Government and Gov
ernors hove been proclaimed for thin and
llm other rehabilitated States. It is dated
tho thirteenth day of Juno, 1803.
The loilowing is the clause containing the'
appointment ol Mr. Porry :
“Now, thorelore, in obedience to the
high and solemn duties imposed upon me
by the Constitution ot the United Stales,
and tor the purpose of enabling the loyal
people of said State to organize a State gov-
erhmjml, whereby j'lBtieo may he established
domestic tranquility insured, and loyal citi
zens protected in all their rights of life, lib-
rty anil property, I, Andrew Johnson,
President of the United States, and corn*
mattderdn-ohie! of the array and navy ol
the United States, do hereby appoint Benj.
F. Perry, oi South Carolina, Provisional
Governor of the State of South Carolina,
whose duty it shall be, at the earliest practi
cable period,to prescribe such rules and regu
lations ns may he tie *e.ssary and proper for
tottveniug a convention composed of dele
gates to he chosen by that portion of the
people ot -aid State who are io/al to the
United Slates, mid no others, for the pur
pose of altering or amending the eonstitu*
lion thereof; and with authority to exercise,
within the limits of said State, all Hie pow
ers necessary and proper to enable such
loyal people of Hie State of South Carolina
to restore said State to its constitutional re
lations to the Federal Government, aud to
present sittih a republican form of State gov
ernment as will entitle the State to the
guarantee of (he United States therefor,and
its people to protection by the United
States against invasion, insurrection, and
domestic violence; provided that, in any
election that rnay he hereafter held for
choosing delegates to any State convention
as aforesaid, no person shall be qualified as
an elector, or shall be eligible as a member
of such convention, uuless he shall have
previously taken §nd subscribed the oath ot
amnesty, asset forth in the President's pro-
ciamatiou of May 29th, A. D., 1800, and is
