PROCLAMATION.

OOVERNOU.
To the People of Georgia:
Wiibhuas, By tbe Proclamation ot An
drew Johnson, President of the United
States, dated 17;k of June, A. I). 1805, I
have been appointed Provisional Governor
of the State of Georgia, with instructions to
prescribe at the earliest practicable period,
such rules aud regulations as may bo neces
sary and proper lor convening a Con-
veutiou of the pjople, composed of delegates
to bn chosen by that portion of the people
who arc loyal to the United States, and no
others, and also with all tho power ne.cessa
ty and proper to enable such loyal people
of caul State to restore it to its constitutional
relation to the Federal Government, and to
present such a Republican form of Govern
ment as will eutiile the State to the guaran
tee of the Uni'cd States therefor, and its
people to the protection of the United
States against invasion, insurrection aud
domestic violence:
Now, therefore, I, JAMES JOHNSON,
Provisional Governor of tho State ot Geor
gia, as atoresaid, do by virtue of the power
in me vested ns aforesaid, proclaim and de
clare—
1st. That an election for delegates to a
Convention will be held on the first Wed
nesday in Ootober, A. D., 18G5, nt the dif
ferent precincts, at which elections aro di
rected and authorized by law to be held tor
members of the Legislature.
2nd. That tho thirty-seven counties in the
State, which; by law in force prior to the
first of January, 18G1, wero entitled to two
members of the House of Representatives,
shall be authorized and entitled to elect
each three delegates; and that the remain
ing counties shall each be authorized and
eutitled to tfiuct two delegates to said Con
vention.
3d. That no person at such election shall
be qualified as nu elector, or shall be eligible
as a member of such Convention, unless lie
shall have previously thereto taken and sub
scribed to the oath of Amnesty, as set forth
in the President’s Proclamation of May 29,
A. D. 18G5, and is a voter qualified os pre
scribed by the Constitution and laws of the
State of Georgia, in lorco immediately be
fore the 19th of January, A. D. 1301, the
date of the so-called Ordinance of Seces
sion.
4th. That nny two freeholders qualified
to. vote at such election as atoresaid, may
act as managers of the election at each of
the precincts as aioresaid; aud that in man
aging and superintending such election they
shall be governed by, and proceed under,
the laws of the Stale regulating aud pre
scribing the election of members ot the
Legislature, prior to tho first of January,
1801: Provided, That each of said mana
gers, before entering ou tlie duties pre
scribed, shall swear truly aud taithltilly
to superintend and make return of said
clcclioii according to law as aforesaid, aud
the requirements of this Proclamation.
Oth. That the delegates who shall be
elected as aforesaid, shall assemble in Con
vention at the city of Milledgevillo, at 12
o'clock, meridian, on the fourth Wednesday
of October, A. D. 18G5.
Aud whereas, the rebellion which has
been waged by a portion of the people
against tbe government of the United
Btates has, In Its revolutionary progress, de
prived the people of the Btate ot all civil
government; and whereas, they must re
main without civil olllcera aud the admin •
Iatratlon of civil law until a State Govern
ment shall have been organized by the Con
vention called as aforesaid; and whereas,
It is necessary in the rneau time, that do
mestic tranquility be ensured, aud that the
loyal people bo protected in all their rights
oi poraon and property, l do further pro
claim and declare:
1st. That no individual by virtue of his
own authority, shall inllicl corporal punish

posed injury, whether such injury rohito to
persou or property, aud that in all bucIi ca
ses, redress must be sought from and given
by sucli military authority, an may be in

2d. That slavery is extinct, and . In volun
tary servitude no longer exists, tluuce no
persou shall have coutrol of the labor oi
another, other than such control as may
lawfully result from indenture, the relation
of parent and child, guardian and ward, and
the contract of hiring, freely aud tsirly
made; aud tiiat for a broach of duty, on the
part of any one standing in these relations,
tho military authority will administer, in a
summary manner, ad* quite aud propel re

31. That all riotous or tumultuous assem
blages of the people, aud also all assembla
ges lor unlawful purposes and unlawful ob
jects, will be dispersed; aud lo this end, it
necessary, the military power of the United
Riates will be invoked.

tained, that privute property will ho distri
buted or parceled out is not only delusive,
but dangerous aud midckiuvous; and it any
attempt should be unde by any person or
persons to i lhet such an object by violence
or unlaw I ul means, it will only secure to

qualify themselves as voters, It will doubt

officers in the service of the Uuited Btates,
to have the oath of amuesty administered
under Hie rules and rugulations prescribed
by the Becrctnry or State ot the Uuited
Btates; and in this work, 1 most earnestly
desire and solicit tho cheerful co operat ion
of the people, so that Georgia may speedily
ite delivered of military rule; that sue may
once agaiu regulate her own domestic al-
iairs, again enjoy the blessings of civil gov
ernment, and be heard and felt by tier Ben
ators and Representatives in the eonucils ol
tho nation.
