The correspondent of. the Cincinnati Gtarifo tele
graphs ns follows: “It is understood tlutt donsid-
erable opposition exists in’the Senate to the pas
sage of the House caucus -resolution., Acting
Vice-President Foster is open in fits opposition,
and others are very nervous about It, most of
them making a pretext for their opposition out
of its clause cutting off debate .They say mi-
norilieAave always the right of discussion and
that in tho Senate they have' never passed any
thing like a previous question.
It will thus be seen that there is a prospect of
a division lu the Republican party In Congress
which promises to defeat the Radicals in their
effort to deprive the South of its representation
in Congress. Bat Mr. Sumner, nothing daunted,
strikes for the entire exclusion of the South until
' his requirements are complied with, which are
set forth in thd following resolutions offered by
him in the Senate on the 4th instant:

guaranty for securing in the foture, so that peace
and prosperity shall surely prevail, and the plight
ed faith of the nation shall be preserved, it is the
fttll duty of Congress to take care that no State
declared to be In rebellion shall bo allowed to

satisfactory performance of five several condi
