basis ol legislation in a time of peace! They
have impaired the rights, tlie dignity and tliu
equality of the Stales, including tlie right of rep
resentation iu Congress and the exclusive right
of each State to control its domestic concerns.—
They have passed laws without their consent,
vitally affecting their iuterest, and in disregard of
the Constitution of the country. Tiioy have re
fused to restore these commonwealths to their
practical relations as States. They have refused
to maintain tlie Constitution. They have ro- |
fused to recognize a condition of peace.
They have erected Hie dogmas of a party in i
the place of the Constitution, and themselves, the !
representatives ol only a portion of the Stales '
into (he common Congress, govern and rule in

They have waged a hitler war upon the Presl-
