NOW Yark city.
Tip. Richmond Time*, always entertaining and
instructive, pays a well-deserved tribute to the
enterprise and pouservatlsiu of the great froo
city of New York. It says
The great city of Now York has more brain,
heart, patriotism and decency than can be found
in all tho gutters of Radicalism North of tho
Potomac. There wo find enlightened views and
oxpanBive sympathies prevailing, which extend
beyond the citizen's door-sill ana comprehend in
their rango not only the kindred South but the
civilized people of all nations rind climes. Foolish;
narrow-minded. Radicalism looks -hftt beyond a
day or night of hate and passion to be spent in
some provincial town or ut some railroad station.
But tho grand and comprehensive Intellect of
that Conservatism which characterizes the city
of New York overleaps the barriers of prejudice
'and grasps with foresightcjl penetration the ad
vancing truths of tiib future, years and years be
fore they are apparent to the bleared eyes and be
sotted senses of fanaticism. Tlenoe it is that tho
Jcityof New York basso Wondrousiy grown and
prospered despite that hate and jealousy which
linvo frequently - heen meahiy leveled at it by tho
fools and fanatics who have at times gotten into
power.at Albany, and'sought like mousing owis
lo strike fit lind bring down the great eagle tow
ering in bis prido of strength.
• But .wealth;', bruin, decency and refinement
have', been too potent for the Radical dogs and
Jackals- to-make any impression on theQueon
City of tlie Western world, or to seriously dam-
bgo.lier interests. While tho storm of madness
find ’blind rage lias .swept the 'province* and
minor, cities oF the North, tho city of Now York
bos stood sternly iind heroically unmoved amid
ilve ■ general decadence of -; popular virtue and
patriotism, a conspicuous monument of unsullied
-epublicanism; when all around lior have bowed
he kneo to false gods and listened to false pro-
jhets. Boston - hfye-bound in Its self-conceit,

say, ia their report of tlie Oth instant.:
The Mortuary Committee have a few deaths
only to report from cholera, and those among

from cholera have we heard of occurring among

have been no new attacks from cholera within
the same time. Tlie oldest and most experi

i an oxaminatiop of tho. different streams and springs
d near tho city, to see K tho city could bo supplied
water to meet the demand of-its growth and impor
tance, at a reasonable cost, taking into consideration her
present state of finances. Thoquly stream that I would
recommend runs'near tho Western boundary of tho city,
and Is supplied from springs as pure and clear as the most I
fastidious could desire. ThiB stream furnishes over 200
gallons per minute. I have watched it closely during tho
lato extraordinary dry spell, and found Its volume to Be ,
very uniform, It has been running, to my ownknowhdgo,
tho past twelve yunrs, aud putting it at a very, low esti
mate; say. one hundred and fifty gallons per minute, we i
will have nine thousand gallons per hour, or two hundred
aud sixteen thousand gallons every twenty-four hours.—
But the most of the season it Would double that amount.
When we take into consideration the Act that ail that la ■'
wonting 1b principally for fire and sanitary uso In the
thickly settled portion, aud bnslnoss parte of tho city, I
think tho supply is ample, from the fact that onr city Jb , c
hleesod with pure well water, which no one would ex-
tho supply hi ever so great. This, how-
me to determine. I now present for your ,
