The following Is si dispatch from I.or<t Lyons
respecting reforms, and treatment of Christians
in Turkey:
Constantinople, March 20.
My Lord—1 had, on the 3d instant, a long
and serious conversation with the Grand Vizier,
Aali Pasha, on the internal condition of this
empire.

to improve the condition of the Christian sub
jects of the Porte; to open to them a career in
the public service, and to do away with those
distinctions between them and the Mussulmans,
which, though in a great measure already abol

up feelings ot ill-will and estrangement. Mea
sures were also in contemplation for facilitating
the employment of Kuropcan capital in llie
country, for the improvement of the system of
tinance, and, above all, for promoting education.
His Highness observed to me that within the
last few days three new Christian members had
tvecn added to the Grand Conscil of Justice; and.
that a Christian, M. Aristido Baltazzi, had been
appointed Assistant to the Finance Minister, and
Governor of the Bank.
This was, his Highness said, a commencement,
and it would be followed by other appointments
ot Christians to honorable and important posts.
It was, moreover, lie told me, intended to extend
hlie system of vilayets (that is to say, the system
of uniting numerous Pashaiics into a lnrgc pro-
yiuce under a Governor General.) Provision

’’ Commerce, writes the following interesting
tier from Havana about the cigars there made
a branch of industry which lias made Havana
rid-famous:

Havana, March 0,1867.
* * 1 drove out the other day to the
anufacturing establishment of Partagas, the
rgest and probably the finest manufactory of
igars in the world. Their reputation is co-ox-
nsive with the use of Guba cigars. It is of
iiirse unnecessary to describe the method of
inking them. Every boy has seen this done in
'ery town. But the great care shown in the
lection of tobacco, the larger portion being
lised on their own plantations, and the exceeci-
ig skill of the manipulation and the rolling,
hick gives sucli beauty to the cigar, entitle
em to their high rank among the manufac-
rers of the world. The tobacco is placed in
trge rooms, where it remains until it lias under
lie a through process of fermentation. The
rappers are divided into three classes, accord-
g to fineness, and give the number to the
veral grades of cigars known as firsts, seconds
id thirds.
The beauty of the leaf selected for wrappers
the firsts, especially for the highest priced
;ars, is beyond praise. The price list ot the
rtagas cigars in a curiosity. The highest price
irked is tor Celestiales at $500 per thousand;
xt are the Salomones at $400: next the Napo-
>nes at $300,150 to $140. The Imperials, Km-
(adores, Cazadores and Rothschilds range from
110 to 130. The lowest-priced cigar on their

The duty is almost prohibitory. Take the

Tlie Honradez manufactory is the largest here,
and lu tlie world. I visited it the other day and
was amused to find Hint they do everything there
except make cigarettes. They make thotr own
boxes and barrels, cut the papfcr, print the labels,
lithograph tlio ornamonts for packages, cut and
prepare the tobacco, and then send dt out to be
rolled into cigarettes by any and every one.—
Thousands of persons are tints employed. You
will scarcely see a porter at tlie door ot a liouso
in Havana who Is not busy making a little money
by roiling cigarettes. Tiio paper and tobacco
are fitrnislied by tlie factory, and on returning
the work, tlie man, woman or child is paid at the
window nflcr tho work is iuspccted and approv
ed. But 1 am very confident that there is better
tobacco in tho world for cigarettes than is grown
in Cuba. There is no tobacco hero fit to smoke
in a pipe, and ibe-liaat-tehttrctr-inniTe pipe is
■generallythebcst for cigarettes. A mixture of
the Louisiana Perrique with Hie James River or
Lynchburg smoking tobe-co makes a better ci
garette than anything in C 'ha. Lutakia tobacco
makes by lar the finest. The supply from here
is enormous, in Europe and in Hie States.
I have frequently heard it stated that Conucc
ticut wrappers are exported to Cuba lor use here.
Many believe it. It is not true, and for the Very
good reason that no such importation is allowed
Here. It is not at all probably that a cigar ever
left Cuba which was rolled iu anything but a
Cuba wrapper or made of anything but Cuba to
bacco.
Vldocq’s LB.t Exploit.
The last exploit of Vidocq, the famous French
detective, is said to havo been ns follows:
A rich merchant went to him to consult on a
deficit of 150.000 francs which lie had found on
bis books. Vidocq demanded:
"What is tlie age of your cashier?”
“Twenty-five. But I am sure of him as of
myself; lie lias also been robbed. He is a vic
tim like myself."
“Are you married ?"
“Yes.
“How old is your wife ? Is she handsome? Is
she honest?”
“Oh, yes, my wife is virtue itself—honorable,
attached to me above—”
“Never mind all that; your cashier is twenty-
five ; is your wife handsome ?”
“Since you insist upon knowing, she is hand
some, but—”
“But! but! no matter about the buts. You
wish to find your money, don’t you, and you
have confidence in me ?’’
“Of course I have, since I am here.”
"Very well, then ; go back home, make believe
that you are going on a journey, and introduce
me into the house."
This was done, the merchant left home, and
Vidocq hid himself in the closet near the cham
ber of the lady. Breakfast was served; a young
man was shown in, and addressed thus by Ma
dame :
"Very well, Arthur; he is gone, but hesuB-
pects us.”
The young man went over a long tirade of
love and desolation, concluding with these
words:
“ Only one road is left open for us; let us take
whnt is left and embark for—”
Vidocq stepped out of his place of conceal
ment. Tableau!
“ My children, be calm, or I’ll break both of
your heads,” said Vidocq. “We understand
each other, I suppose. Now, tell where is tlie
stolen money ?"
“ We have only 100,000 francs left,” replied
the woman.
“Arc you telling the truth?”
“ Oh, I swear it.
“ Very well; give it to me.”
The money was given over.
“ Now, then, let this nflair lie forgotten; never
speak of it to Vour husband, and lie shall know
nothing. As for you, sir, give me your delicate
little thumbs.”
He placed handcuffs on the gentleman, con
ducted him to Havre, put him on a ship bound
for America, and left him with the French adieu,
“ Go hang yourself elsewhere.”
Vidocq came to Paris and handed Hie 106.000

Pruning Old Peacii Trees.—Daniel Barker,
oi the Maryland Agricultural College, iurnlshes
a statement ot his mode ot pruning and mana
ging old peach trees, by which he preserves or
restores their vigor, obtains crops oi fine fruit,
and adds much to tlieir longevity. He says:
“ In pruning old trees we endeavor to keep in
view tlie supplying tlie tree with young wood,
aud tlie removal of all old and useless parts,
more than looking to tlie forming of a handsome
head, which is nearly impossible to do in many
old trees. The small weak shoots from tlie
smaller main stems we remove entirely, bring
ing a young strong shoot, if such can be selected,
up in their places; the main branches, if too
crowded, w T c thin out so that there niti) lie a
clear distauce of from sixteen to twenty inches
apart; proper number of last year’s shoots we
aro very careful to retain about ten or twelve
Indies apart, along the main branches, to pro
duce fruit. We never leave any of these Irmt-
producing shoots but on the upper side ol the
branch, as when they are left on the lower side,
tlie tree becomes crowded witli wood, to the ex
clusion of light and air to tho tree. If the shoots
