ciples aro eternal, and 11 truth crushed to earth
will rise again.” Error, however prevalent and
successful lor a time, will he overcome when
truth steps in to illuminate the minds ol men.
Hence we have no fears of the permanent success
of any secret political order, call it “ Loyal
League,” or what the render may, which seeks to
“ hide its light," if there be any in it, “ under a
bushel," or to conceal its deformities from the
public gaze. For a while it may succeed; “ lor
a few days" it may triumph; hut so repugnant
arc all such scorot orders, or leagues, to republi
can principles, to tho constitution itself, even in
its present form, that they will soon cease to ex
ist, and those who framed them be recognized no
more as political lenders of even a corporal's
guard, ss it were, of broken down politicians and
office hunters. The ptcscul condition ol the
South does not warrant tho formation of secret
political organizations in her midst j nor does the
proposed Congressional reconstruction enact
ments demand any such adjuncts to insure obe
dience to those laws. The Military Comman d-
ans of tho several Southern Districts, or States,
and especially iu Georgia, will find the people
loyal to the government nnd obedient to their
commands. And they will find them, too,
we venture the prediction, more disposed to
leave the work ot reconstruction to the direction
of the Military Commanders in their several
districts, than will the secret leayue associations in
their respective commands. Before a mouth
shall transpire, we predict that somebody will be
"snubbed,” as Mr. John Minor Botts was by
General Schofield at Richmond. We see
this “ sticking out” already; it is as transparent
as glass, and betrays itself in the brazen counte
nances of more than one “rebel,” not union, mem
ber of the " League" in this city. We have
wondered how “the like of these' 1 managed to get
membership in the "Loyal League." They
doubtless had a purpose, and may succeed, “ ior
* lew days,” hut their time will surely cyme, for,
if wt-,re not misinformed, and we fedl assured
we are noi, >\\e black balliny process has prevailed
recently in the s~.(. ra i secret league associations
in this city, nnd sevei.j equally as good men, as
those to whom we ltave rcici«d above nnd more
to be trusted, but who have been weak cnoiMi
to apply for membership in the " onw,” i mvo
been “black balled." This is all right—sensible
on the part of the “ League,” nnd especially so
on the part of those “ rebels ” who have got into
it. The offices to dispose of are too few; the
candidates to fill them too many; for its " rebel ”
members to allow any more of the same sort to
get in.
Seriously, let onr people, both white nnd color
ed, give the “League,” and all secret political as
sociations, a wide berth I Let them obey the laws,
be loyal to the government, discharge openly, ami
in good faith, whatever of duty may, and will,
be required of them hy General Pope, and flic
day of their political deliverance will surely
come! Above all things, let there be no office-
seeking on their part! Let that bane he the politi
cal death of him or them who, in their thirst af
ter office, swallowed it ami became members ot
the “League.”

ful Intelligence ol tho death orthisdistinguished
cltizon and faithful public servant, at Salisbury,
on tho 4th Instant. He was, wo believe, a native
of Mecklenburg county in tills State, and of
that stock of heroic men who niado that county
celebrated for its dovotion to liberty as early as
177,1. After closing his Collegiate course at
Chapel Hlil, ho went into the ofllco of tho Hon.
Archibald Henderson, of Salisbury, ami was
instructed In tho science of tho law by that truly
illustrious man. Ho was, as we have heard, a
favorito pupil of Mr. Henderson's, nnd in his
office was taught, not only ttie principles of law,
hut that profound veneration lor the great men
who had adorned live profession which elevates
tho standard of professional merit, while it tires
the student to emulate their greatness. No
jurist of his day was hotter qualified to tench
these great lessons than Archibald Henderson,
for lie was himself “the great exemplar of all he
taught."
To those who were intimately acquainted
with Judge Caldwell, it is unnecessary to say
that, iu whatever tended to elevate the charac
ter ol the Profession and give dignity to the
administration of the law, lew, if niiy, excelled
him. He was for many years in active, labori
ous ami profitable practice in the western part
of North Carolina, and in the year 1814 was
appointed a Judge of the Superior Court ol
Law and Equity of ins native State, which office
lie resigned in 1859. Presiding in these Courts
for a period of fifteen years made him known to
the people ol the State, and we hazard little iu
saying that few men have worn the ermine nilli
more spotless purity, or contributed more than
he to impress upon his fellow-citizens the iu-
estimable value of nu upright and independent
Judiciary. Failing health induced him to re
sign office when he felt himself no longer able
to encounter the labor of the Circuit, and lie
left tlio Bench with the benediction of all his
associates, who knew how long and how faith
fully he had discharged the arduous duties ol
that toilsopie and perplexing ofilco. It is to be
hoped tlint some one of his many professional
friends in the State will furnish a suitable me
moir of this “upright Judge and honest man.”

General Schofield has issued an order at
Richmond, providing for the registration of
voters. It embraces (lie following; “There is to
be one registering officer for each magistrate’s
district iu the counties, and one lor each ward iu
the cities, whose qualifications are to he, having
been an officer in the United States army, or be
ing a loyal citizen of the county in which lie
acts, or ot some oilier county In the State; he
must have a high character, and as far as possi
ble have the confidence ot his fellow-citizeus; lie
shall not be a candidate for any office, an officer
oi the army or Freedman’s Bureau. The ap
pointments of all officers to be made by U< neral
Schofield, on the recommendation made hy the
examining hoard of army officers."

We notice the following in the Macon
graph of yesterday;
“ We understand that Colonel Sibley,the mili
tary commander ot this State, will, under in
structions from District Commander Gen. Pope,
remove his headquarters from this city to Mil-
ledgeville on Thursday next. To those who are
unacquainted with Col. Sibley, we may say that
the State ol Georgia is fortunate in having so
considerate and conservative an officer assigned
to the head of affairs—one who lias no sectional
or political prejudices, and whose sole desire is
to discharge his duty with fidelity to the govern
ment and to the best interests of the people un
der his control. As such, we commend him to
the respect and courtesy of the good people of
the Capital.
“ General Pope's instructions to Colonel Sibley
are, we learn, not to offer any obstruction to
the faithful administration of the local law by
the State authorities, to avoid, if possible, all
colision with them, and to give them a cordial
co-operation whenever the services oi the mili
tary are needed. He is instructed to proceed,
without unnecessary delay with the preliminaries
of registration. In ail cases citizens are to be
preferred lor registers, when they can be found
eligible under tlie law. The State will be laid
off into districts, and commissioners appointed
in each to supervise the work of registration.—
Colonel Sibley will,doubtless, soon communicate
with the people nnd tell them what is expected
ot them. In the mean time, it would do well for
the people of each county to confer, nnd be pre
pared to suggest for these various offices the
names of discreet and proper persons who are
qualified ior the duties.
“We feel assured that, if the Sherman and
Supplemental bills be sustained as law, Col.
Sibley will execute them with the greatest re
gard possible for the Debts and feelings of the
people; but we liopa, both for his sake and ours,
that he will soon be relieved oi all duties in the
premises."

Mayor Hoffman and Horace Greeley.
Louis Chade, who defended Wire, has address
ed a letter to tlie American people alleging the
innocence of Wirz.
The invitation to George Peabody to attend

miscarried. He would have accepted.

A Georgia Lottery Stopped.
The Macon Telegraph says: “The case of
Murray A Co., New York, against Mclntire A
Co., lottery managers in Augusta, was argued
before the United States Court in Savannah,
Thursday last. The Court, granted an injunc
tion against Mclntire A Co, stopping tlie draft
for lotteries in the State.

other means ruinous to them, in every way,
would follow.
I wished hy my vote (hoping that tlie South
would nut doubt my desire to serve them, and

tion to advise them more effectually to Us ac
ceptance than I would he il 1 had voted against
it.
My advice therefore is, aud 1 give it most
anxiously, that the proper course to be pursued

A Homicide.—Saturday afternoon last, at
about 4 o’clock, the usual quiet ot our city was
broken by a report ol a pistol, and the subse
quent death of a young colored woman named
Anna Gardner, well known in the community as
a girl of easy virtue. This tragedy occurred
upon Bay street, in tlie office occupied by Mr.
R. Hopkins. Tlie accounts of tlie transaction
are so conflicting, and tlie surmises growing out
of it so vurious in their nature, that without at
tempting to give the particulars, we will simply
state that tho said colored woman, Anna Gard
ner, met her deatli from a pistol shot, fired by
Mr. Hopkins, in the room of tlie latter. She,
after being wounded, rushed out ou tlie side-walk’
on Bay street, where she fell, and died almost
instantly. Tlie bull penetrated tier left breast,
and death ensued from internal bemorrlinge.
AVe purposely retrain from entering into a
further detail of this sad case, otherwise than
stating that, according to tlie only witness pres
ent when the shooting took place, that it was
accidental so far ns tlie woman was concerned,
the witness, Alexander Hardee, (colored,) being
tlie party ior whom tlie hall was intended, and
who had made an assault on Mr. Hopkins in Iiis
own office. Both parties were arrested, and an
examination, which will be held to-day, will
elicit all the facts in the case.—Savannah Repub

New York, April 9.—The steamer Baltic, lms
arrived. Tlie Austrian Minister on tlie 15th,
announced to Mr. Seward that lie was instructed
to ask tlie kiud offices ol the United States in
securing safe treatment to Maximilian and his
followers in case they fell into the bunds of tlie
Liberals at Queretero. Ou tlie 0th Mr. Seward
replied that he had telegraphed Minister Camp
bell to send a swift messenger to Juarez convey

tended to tlie expected prisoners; and also, that
he had placed a copy of his instructions in the

A New York paper says- Tlie icebergs have

and some homeward-bound vessels have expe
rienced some difficulty in avoiding these dan
gerous enemies to navigators. Captaiu Hutton,

Liverpool, reports that during foggy weather on
