Euas Wells, who murdered the jailor of
Hamilton county, Tenuessee, last year, was cap

Chattanooga in irons, where he is now safely

General Orders No. -JO.
In accordance with an net ol Congress, sup
plementary to an act to provide a more efficient
government for tbc rebel States, Ac., dated
March 2d, 1S07, the following arrangements arc
herein made for the registration of voters in the
Slates ol Georgia ami Alabama:
I. The Stales ol Georgia and Alabama are di
vided into registration districts, numbered and
hounded, as hereinafter descrilied.
II. A Board of Registration is herein appoint
ed for each district, as above mentioned, to con
sist of two white Registers, and one colored
Register. In the State of Georgia, where only
the two white Registers are designated in this
order, il is directed that these while Registers
in eaelt district immediately select, and cause
to lie duly qualified, a competent colored man
to complete the Hoard ol Registration, and re
port liis name and postoftice address, without de
lay, to Colonel C. C. Sibley, commanding district
of Georgia, at Macon, Georgia.
111. Each Register will be required to take
and subscribe the oath prescribed by Congress,
by an act dated July 2, 1802, and an additional
oalti to discharge faithnilly the duly of Register
under the late acts oi Congress. It is not be
lieved that any of the appoiutecs, hereinafter
designated, will lie unable to take the test oath
above mentioned. Blank forms of these oatlis
will he sent to the appointees at once, and on be
ing executed and relumed to the Superintend
ents of State registration, their commissions its
Registers will be issued, and forwarded to them
immediately.
IV. In order to secure a full registration of vo
ters, it is determined to fix the compensation of
Registers according to the general rule adopted
in taking the census. In the cities, the eoinjx-n-
tion is fixed at fifteen cents for each recorded
voter; iu the most sparsely settled counties ami
districts, at forty cents per voter. The compen
sation will he graduated between these limits,
according to the density of the population, anti
the facilities ol communication. Ten cents per
mile will be allowed for transportation of Regis
ters off the lines of railroads or steamboats, and
five ceuts per mile, when travel is done on rail
roads and steamboats.
V. It is hereby made the duty of all Registers,
and they will be expected to perform it strictly,
to expiaiu to all persons, who have not hereto
fore enjoyed the right of suffrage, what are their
political rights and privileges, and the necessity
ot exercising them upon all proper occasions.
VI. The name of each voter shall appear in
the list of voters, for the precinct or ward in
which he resides -, and in cases where voters
have been unable to register, whilst the Boards
ol Registration were in the wards or precincts,
where such voters live, opportunity will be given
to register at the county seats ol their respective
counties, at a s|iecified time, of which due notice
will be given; but the names of all voters, thus
registered, will be placed on the lists of voters of
their respective precincts.
VII. The Boards of Registration will give due
notice, so that it may reach all persons entitled
to register, ot the date when they will be in each
election precinct; the time they will spend in it;
and the place where the registration will be
made : and upon the completion of the registra
tion for each county, the Board of Registration
will give notice that they will be present, for
three successive days at the county scat ot such
county, to register such voters, as have failed to

The physicians report that every doctor in
respectable practice in Washington City has tin
