Ily resolution of tho Council, I am directed to
publish and cniorco tho following sections of
the City Codo:
Sf.o. 108. No dog shall he permitted to run at
large in tho streets of Atlanta, unless such dog
lmvo and wear a collar, as prescribed by this
ordinance; and any dog so found without such
collar shall be killed by tho Marshal or other
police oflleor.
Sue. 1(19. It shall bo tho duty of tho Marshal
to have prepared collars of tin, copper, or brass,
with tho words stamped thereon, “ City of At
lanta," for such persons as desire collars for thoir
dog or dogs, and lie shall sell tho same at the
price of one dollar, which sum shall ho paid to
the Clerk of Council (or the use of the city.
Sue. 170. The Marshal or police Blmll receive
filly cents for each dog killed and hauled oil
which lias no collar as prescribed.
Sue. 171. Tho Marshal shall keep a list and
record of all persons who procure such collars,
and il any person shall counterfeit or use any
ollar not bought as aforesaid, sucli persou shall,
on conviction, pay a line not exceeding forty
dollars and costs.
In accordance with the foregoing, I shall or
der all dogs found in the streets, without the
prescribed collar, whether in the day-time or
night, to be killed, to commence on Friday, the
till instant; and notlco is hereby given that col
lars can lie had by application to Patrick Fitz-
giltlsin, at tile. City Hall, hy all who wish tosnvc
their dogs.

We regret to learn that our friends of the Bc-
publican party, in holding their enthusiastic
meeting of Tuesday night last, at the City Hall,
where the utmost harmony and fraternal leeling
prevailed among tho large number of gentlemen
embled, violated botli a military and a civil
| order which requires parties holding a public
meeting after nightfall, to give previous notice
to tlie civil authorities, in order that arrange
ments may be made to preserve order. We
learn that the callers of tho meeting, or the oth
ers who presided, will be required to appear at
| the .Mayor’s Court on Friday, to answer to the
charge. We cannot but express our nstonish-
| meal, and regret, at this exhibition of a disregard
lor law and order on the part of our fellow-citi
zens who were instrumental in holding tho meet
ing of Tuesday night. We cannot hope to enjoy
la blissful state of rehabilitation so long as gen-
|tleineu manifest sucli indiOcrenco to the laws
our common country!! It is the constant pur-
[ pose of this journul to counsel obedience to law
and it will he pained exceedingly to have ocea-

citizens for help. Wo have got the water; It has been
well tested and analyzed hy some of the most scientific
gentlemen of tho State. The Spring Is very line, and
runs a stream of sixty gallons per hour, and is making
most wonderful cures—which will ho published in a lew
days, together with tho mineral qualities it possesses.
Tho Spring has long been neglected for the waut of roads
to get to It with carriages, but 1 ain happy to say our pre
sent city fathers have taken the matter in hand, and will
soon commence work to lmvo the roads put In order.
That gives mo encouragement to do my parti To build
Ball Rooms, Arbors, Fish Ponds, Bath Houses,ornament
ing the grounds with Shade Trees, Shrubs, and Flowers,
and have it all fenced in. It takes money to do all, and
a great deal more than I have got. But, bad ns the times
are, all can spare a little lor this good work. The books
will be opened THIS DAY for subscriptions, at tho Post

ish to such refreshment somewhere. There is
much of the elegant and ornamental within
“81. Elmo” precincts. The chaste and elegant
marble slab tliut tops the counter of that insti
tution, from tire marble yard of our old friend,
8. B. Oatnran, of this city, is a piece of work
highly creditable to tire latter, and in imagina
lion at least, adds zest to the refreshment placed
upon it, for the comfort of the inner man. The
counter itself is an architectural piece ol work
of much elegance, the work of Mr. Flynn, and
having received many coatings ot paint, trom
the brush ol our friend Glnrkc, it is highly or
namental us well as useful in tho 81. Elmo. Ned
Bohn, too, lias excelled himself in the paper
work decorating the establishment. In slmit,
the finish of the “St. Elmo" is very near com
plete, and when complete, us it soon will he, it
will he one ol the most pleasant places in our
oily. What witli the enterprise of tho brothers
Burnett, tho skill and courtesy of Mr. Lee
Smith, who prepares tho “good tilings, the pu
rity of the wines, liquors, nnd cordials, of tho
